DHHS Senior Quality Manager- IT Project

Job Summary (List Format): Senior Project Quality Manager
- Coordinate, assess, and oversee Project Quality Management for a large, complex statewide project in North Carolina.
- Ensure project delivery, deliverables, and vendor performance meet all Federal requirements to maintain Federal funding.
- Serve as a core member of the project implementation team, acting as both a team contributor and subject matter expert.
- Oversee and perform Project Quality Assurance, Quality Control, and Continual Improvement activities.
- Develop and maintain expert knowledge of Federal, State, and DHHS standards, policies, and methodologies, including both Waterfall (PMI/PMBOK) and Agile approaches.
- Assess and evaluate vendor proposals for IT modernization, focusing on implementation strategy, solution development, testing, and customer satisfaction.
- Plan, coordinate, and oversee User Acceptance Testing (UAT), ensuring defects are resolved prior to UAT approval.
- Monitor the quality of vendor deliverables, including design docs, testing plans/results, defect management, training, privacy/security materials, and communications.
- Collaborate with vendors on developing test plans, test cases, test automation, and reporting; experience with test automation is a strong plus.
- Identify and analyze vendor performance trends, aggregate performance data, and recommend improvements for design, process, and delivery quality.
- Communicate effectively with vendors, state agencies, stakeholders, and project team, including delivering presentations and translating technical concepts for diverse audiences.
- Possess expert knowledge of SDLC; ITIL Foundation certification and Six Sigma certification are highly desirable.
