Position Description: Ordinance Enforcement Officer Department: NeighborhoodsPosition Grade: 17Supervisor: Ordinance Enforcement ManagerFLSA Status: Non-exemptRevision date: August 2026_________________________________________________________________________________________________________________________________________________________________________________________________________________________POSITION SUMMARYUnder the direction of the Ordinance Enforcement Manager, the Ordinance Enforcement Officer regulates and ensures compliance with City, County and State laws and ordinances as they relate to public health, safety, and welfare; addresses property maintenance, graffiti, blight, and other public nuisances._________________________________________________________________________________________________________________________________________________________________________________________________________________________ ESSENTIAL RESPONSIBILITIES AND DUTIES Patrols, inspects and takes action to ensure compliance with municipal ordinances and regulations.Patrols city to identify code violations at residential, business and institutional properties.Receives and promptly responds to complaints of potential code violations.Conducts field investigations and premise inspections to identify and document violations.Makes findings, gathers evidence and reports violations of hazardous conditions, safety,sanitation and health issues.Communicates with property owners and/or tenants to review and educate regarding coderequirements both in person, via phone, email and mail.Issues warnings, correction notices and citations in order to ensure code compliance.Coordinates with other city departments, such as police, fire, and community development,and with other agencies, such as the health department.Maintains case logs and records related to inspections and enforcement activities.Prepares documentation for cases proceeding through court for resolution.Testifies and presents evidence in court hearings. Oversees abatements of nuisance properties.Ensures properties that are creating a nuisance, safety or health hazard are addressed.Exhausts all education and enforcement processes prior to pursuing abatement.Identifies abatement problems to resolve, including unsecured vacant buildings and property.Directs hiring and work of others to clean up, secure properties, and remove nuisances. Supports other City programs, departments, divisions and outside agencies as needed and as directed.Participates in joint enforcement and problem solving, including SSL Community Impact Team (COMMIT).Attends meetings and joint inspections to serve as a resource to other City departments, divisions and outside agencies.Connects residents with volunteer groups to clean up neighborhoods and properties.Participates in community events to educate public on role of code enforcement.Fulfills GRAMA requests for government records. Other duties as assigned by manager or department director. ________________________________________________________________________________________________________________________________________________________________________________________________________________________MINIMUM QUALIFICATIONS AND REQUIREMENTS EDUCATION, EXPERIENCE AND CERTIFICATIONSGraduation from high school or GED equivalent and two years of experience in related field, or any equivalent combination of related education and experience is required. Preferred related fields include code enforcement, zoning enforcement, law enforcement, public safety, criminal justice, building inspection, environmental health inspection, public administration or planning.Must possess or obtain within one year of start date: Utah Ordinance Compliance Association (UOCA) certification. Must possess a valid state driver's license or obtain one prior to employment.Pepper spray certification – will be required to attain pepper spray certification, ________________________________________________________________________________________________________________________________________________________________________________________________________________________NECESSARY KNOWLEDGE, SKILLS AND ABILITIESKnowledge of how to research and apply local, county and state ordinances and regulations.Knowledge of methods, policies, and procedures for issuing notices, citations and Notices of Violations.Skill in communicating effectively, both verbally and in writing. Skill using professional business communication techniques and in communicating with diverse cultural and socioeconomic groups.Skill in customer service and relating to people in stressful situations.Skill in effective conflict management methods.Skill establishing and maintaining productive working relationships with colleagues and the public.Skill in decision-making using independent judgment and analyzing situations to make appropriatedecisions.Skill in properly handling confidential information and files.Skill in word processing, spreadsheets, office machine usage and the operation of computers and mobile electronic devices and other industry related software.Ability to accurately detect, document and report violations and hazards.Ability to follow standard procedures for documenting, reporting and file management.Ability to prepare and present evidence and follow procedures necessary for administrative law court hearings.Ability to work independently, including solo encounters with property owners or tenants.Ability to work outdoors, sometimes in unpredictable conditions.Ability to establish and maintain positive and effecting working relationships with colleagues and the general public.Ability to comply with all city policies and regulations, including safety and risk management standards.Ability to be punctual and accountable for all hours worked, both inside and outside the office._________________________________________________________________________________________________________________________________________________________________________________________________________________________PHYSICAL DEMANDS OF THE ENVIRONMENT The physical demands and work environment characteristics described here are representative of those that must be met or will be encountered by an employee while successfully performing the essential functions of this job.
