Inspector GeneralThe New York City Department of Investigation ("DOI") is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. DOI seeks an experienced and strategic thinker to serve as the Inspector General for Squad 5, which oversees City-elected officials, City-funded not-for-profit organizations, City agencies involved in the City election process, the Department for the Aging (DFTA), the Office of Technology and Innovation (OTI), and the Office of Administrative Trials and Hearings (OATH). The Inspector General leads investigations of suspected corruption, fraud, waste, and misconduct and oversees a multidisciplinary team of investigators, attorneys, auditors, and analysts. The Inspector General, a key leader within DOI, will play a critical role in ensuring integrity and accountability. In this role you will manage complex, high-impact criminal investigations, working closely with the state and federal prosecutors and other law enforcement agencies who serve as critical DOI partners. You will manage non-criminal investigations that may result in employee discipline. You will assess whether factual findings in connection with those investigations call for policy and procedural reforms, and you will oversee the drafting of those proposed reforms as well as, where appropriate, public reports that explain the basis for those proposals. You will be expected to lead a team of with diverse skills and experience levels, to provide guidance and mentoring, and to foster a culture that values independence, objectivity, rigor, professionalism, creativity, and tenacity. This role requires exceptional judgment, a proven record of investigative leadership, and the ability to manage sensitive issues with discretion and integrity.Key Responsibilities:Lead and supervise confidential investigations of fraud, corruption, misconduct, and waste involving City employees, vendors and recipients of services and public funds.Direct staff in the planning and execution of investigative operations, including subpoenas, interviews, document reviews, and fieldwork.Oversee the drafting and editing of investigative reports that present findings and recommend corrective actions and policy and procedural reforms to City agencies.Represent DOI and the Commissioner in meetings with law enforcement, prosecutors, and government officials.Manage personnel, resources, and workflow to ensure timely and high-quality investigative outcomes.Undertake special projects as assigned.Minimum Qualifications:A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; orEducation and/or experience equivalent to "1" above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.Preferred Skills:A minimum of 10 years of investigative, legal, or law enforcement experience, ideally in a prosecutor's office or investigative agency.Demonstrated leadership in managing complex criminal and disciplinary investigations.Strong writing, editing, and oral communication skills, with the ability to present complex findings clearly and persuasively.Experience overseeing staff and managing multi-disciplinary teams.Familiarity with New York City government operations and policies is valuable but not required.Juris Doctor (J.D.), Certified Fraud Examiner (CFE), or other relevant professional credentials.Proven ability to manage confidential matters with the highest ethical standards.Strong project management, interpersonal, and conflict resolution skills.Public Service Loan Forgiveness:As a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs.
