Program Manager II (Multnomah Co. - Treeline)

Program Overview Program Manager II (Multnomah Co. - Treeline) position is located at Treeline, a licensed residential treatment site in Gresham, OR. Schedule: Monday through Friday, 8:00a.m. to 4:30p.m. Program Description Cascadia operates several licensed residential treatment homes for adults experiencing mental health challenges. The homes provide psychiatric treatment, personal care, skills training, and case management. Referrals are primarily from counties and the state for individuals leaving state hospitals. Sites are located in Multnomah County (N, NE, SE Portland) and Clackamas County (Oregon City, Gladstone). Responsibilities Manage day‑to‑day operations of the assigned clinical program, including client care, quality improvement, and service delivery. Collaborate with leadership to set annual goals and objectives aligned with integrated treatment and the mission. Investigate and resolve client complaints in partnership with Quality Management and the compliance department. Assist in developing an operating budget; monitor expenditures monthly and control costs to stay within budget. Attend internal and external meetings to collaborate, problem‑solve, advocate for programs, and maintain positive relationships with employees and stakeholders. Oversee and leverage clinical data to monitor performance and assist in decision making. Serve as a liaison between departments, facilitating collaboration among interdisciplinary teams and communicating with stakeholders. Assess progress toward achieving goals; revise plans, systems, policies, and procedures to ensure success. Provide input into the development of policies, procedures, and systems that support program goals. Perform additional duties as assigned. Regulatory & Compliance Comply with all laws, regulations, policies, and procedures governing the program and company operations. Manage relevant contracts, MOUs, and grants. Assist in crisis situations as appropriate and follow protocols in coordination with the treatment team. Respect client rights, maintain professional boundaries and ethics, and uphold mandatory abuse reporting laws and HIPAA requirements. Maintain accurate, up‑to‑date documentation to ensure compliance with agency policies, local, state, and federal regulations, and billing requirements. Understand safety regulations and evacuation procedures; participate in regular safety drills. Complete assigned employee training and provide guidance, support, and training to other staff. Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings. Supervisory Oversight Provide regular supervision, coaching, and annual training oversight for direct reports. Determine staffing requirements, recruit, hire, and train staff in alignment with Cascadia’s values. Establish work plans and priorities; assess staff progress and promote completion of annual training requirements. Participate in an Administrator On‑Call rotation as scheduled. Leadership Take initiative in thought leadership, innovation, and creativity. Collaborate with leadership to develop, review, and revise clinical guidelines and operational workflows. Set annual goals and objectives aligned with Cascadia’s mission. Create, model, and maintain a work culture that supports Cascadia’s values. Attend and participate in all meetings, including staff and team meetings, consultations, and supervision. Build and maintain strong relationships with internal and external customers to promote quality and efficiency. Qualifications Education Bachelor’s degree in a behavioral science field from an accredited college or university, OR three years of full‑time professional experience providing direct service to individuals in a social service setting. Demonstrate competencies to become credentialed as a Qualified Mental Health Associate (QMHA); certification must be current and in compliance with OARs. Experience Minimum five years of experience in community mental health or related field. Three years of clinical experience providing community behavioral health services and a minimum of two years of staff supervisory experience. Specialized Knowledge, Skills & Abilities Understand the unique clinical needs of individuals served. Familiarity with the recovery model, motivational interviewing, illness management, evidence‑based practices, and strength‑based philosophies. Expert written and verbal communication skills. Proactive collaboration and problem‑solving to meet deadlines. Computer literacy sufficient to perform job functions. Resourceful team‑player capable of working independently. Valid driver’s license with a clean three‑year driving record; must pass a DMV check and complete the Cascadia online defensive driving course. Baseline Basic Life Support (BLS) certification and ability to use AED equipment; BLS training provided within first 60 days and must remain current. Working Conditions Role is centered on direct client, staff, and community engagement, requiring in‑person work with no remote options. Work settings include administrative and clinical offices, acute care settings, community settings, client residences, correctional facilities, shelters, hospitals, public places, and other social service sites. Meal periods and breaks may be interrupted. Universal precautions and vigilance are essential to address potential violence, disease exposure, biohazards, noise, and contaminants. Work involves unpredictable and disruptive situations requiring flexible time management and sound judgment. Benefits Generous Paid Time Off (6 weeks for full‑time employees in first year).
