Senior Estimator (Heavy Civil/Highway) - Phoenix, Arizona

MissionHires is partnering with a leading heavy civil contractor to hire a Senior Estimator (Heavy Civil/Highway) in Phoenix, AZ. In this full-time role, you will lead complex infrastructure bids—roadway, aviation, and site development—owning takeoffs, pricing, subcontractor engagement, and internal bid strategy. You’ll drive competitive, risk-aware estimates aligned with operational capabilities and business goals, and support business development to help win strategic pursuits. Responsibilities Review project plans, specifications, and geotechnical data to develop accurate and competitive estimates Conduct site visits and pre-bid assessments to identify risks, constraints, and opportunities Define scope split between self-perform work and subcontracted trades Prepare and distribute complete bid packages to subcontractors and suppliers Develop detailed quantity takeoffs and cost estimates using industry-standard software (e.g., HCSS HeavyBid) Evaluate subcontractor and supplier proposals; level bids and provide award recommendations Lead internal bid reviews and align stakeholders on pricing, risk, and execution strategy Support business development by contributing to win strategies, proposal narratives, and positioning Incorporate DBE/SBE participation and compliance requirements where applicable Maintain cost databases, production rates, and historical benchmarks for continuous improvement Requirements Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience) Minimum 5 years of heavy civil or roadway estimating experience Demonstrated experience estimating grading, paving, concrete, and transportation infrastructure projects Proficiency with estimating software, preferably HCSS HeavyBid Strong analytical, communication, and presentation skills Ability to collaborate effectively in a fast-paced, results-driven environment Preferred: Experience with aviation/airport projects Preferred: Familiarity with AGTEK, On-Screen Takeoff (OST), Primavera P6, or similar tools Preferred: Experience with DBE/SBE participation and compliance requirements Location: Phoenix, Arizona (relocation possible for ideal candidate).
