Job Title: Regulatory Compliance Quality Assurance Manager

Job Purpose and Position Overview: Snow & Company is seeking talented and skilled Regulatory Compliance Quality Assurance Manager to join our team! We’re currently involved in some interesting, high-impact projects, including the construction of a dry dock, two cutting-edge electric tugboats, and an 8-year contract to build advanced workboats for the US Navy. Key Responsibilities:

Quality Program Management:

• Develop, maintain, and enforce the shipyard Quality Assurance/Quality Control (QA/QC) Program
• Establish inspection procedures and quality standards for shipbuilding, repair, and retrofit work
• Implement Inspection and Test Plans (ITPs) for vessel construction and repair activities
• Maintain documentation systems that ensure traceability of materials, weld procedures, inspections, and testing
• Ensure all QA/QC processes align with customer specifications, contract documents, and regulatory requirements

Regulatory Compliance:

• Ensure compliance with U.S. Coast Guard regulations, including applicable sections of CFR Subchapters (T, K, M, I, L, etc.) as applicable to vessel class.
• Interface with USCG Marine Inspectors, third-party surveyors, and classification societies (ABS, DNV, etc. when applicable).
• Coordinate regulatory inspections
• Ensure all documentation required for certificate of Inspection (COI), stability letters, and regulatory approvals is properly maintained and submitted

Inspection and Verification:

• Oversee and perform inspections
• Ensure all welding complies with approved WPS/PQR procedures and welder qualifications
• Manage and coordinate Non-Destructive Testing (NDT) activities including UT, MT, PT, and RT when required
• Verify compliance with material certifications and traceability requirements

Testing & Trials:

• Plan, coordinate, and document dock trials and sea trials
• Develop and manage test procedures

Coordinate with project teams and customers to ensure successful completion of Factory Acceptance Tests (FAT), Harbor Acceptance Tests (HAT), and Sea Acceptance Tests (SAT)

• Prepare and maintain detailed test and trials documentation required for regulatory approval and customer acceptance

Quality Documentation & Reporting:

• Identify opportunities to improve quality systems, inspection processes, and shipyard standards
• Lead root cause analysis for recurring quality issues
• Develop training programs to improve workforce understanding of quality standards and regulatory requirements

Essential Skills:

• 7-10+ years of experience in shipbuilding, marine repair, or heavy marine fabrication
• Strong knowledge of U.S. Coast Guard vessel regulations (46 CFR)
• Experience working with marine inspectors, surveyors, and regulatory authorities
• Demonstrated experience managing inspection programs, testing, and vessel trials
• Knowledge of marine welding standards and NDT processes
• Experience with marine mechanical, electrical, and structural systems
• Ability to interpret engineering drawings, technical specifications, and regulatory requirements
• Strong documentation, reporting, and organizational skills
• Experience with classification societies (ABS, DNV, Lloyd’s, etc.)
• Prior experience in shipyard QA leadership or supervisory roles

Physical and Environmental Demands:

The work environment is a dynamic, fast-paced shipyard with moderate to loud noise levels due to ongoing production activities. Job duties are performed in production areas and onboard vessels and require:

• The ability to walk to and from job sites, climb inclined stairways, and use vertical ladders
• Frequent bending, squatting, crawling, twisting, standing, walking, sitting, and use of hands/fingers for various tasks
• Occasional reaching, climbing, balancing, stooping, kneeling, and crawling
• Frequent lifting of up to 20 lbs, with occasional lifting of up to 50 lbs
• The ability to work in extreme temperatures and conditions, including areas with limited ventilation
• The ability to enter and work in confined spaces, such as manholes
• The ability to work at heights
• Frequent use of a respirator
• Wearing required safety gear, including a hard hat, gloves, safety glasses, and protective clothing
• Regular exposure to noise from machinery and equipment

Pay and Benefits:

• $100,000 – $110,000 annually
