Director, Early Intervention

For over 70 years, Easterseals Hawaii (ESH) has endeavored to change the way the world defines and views disability by making profound, positive differences in people’s lives every day. We provide care to diverse communities with justice, equity, and inclusion as guiding principles, managing 18 programs statewide that deliver remote and in-person services to infants, children, youth, and adults with diverse disabilities or special needs and their families. The Director of Early Intervention Services provides clinical, financial, and operational oversight for ESH’s Early Intervention Program to ensure children with or at risk for developmental delays have equal opportunity to receive the customized early intervention services they need to foster their success in school and later in life. This role manages a team of Early Intervention Program Managers and is responsible for establishing and maintaining a self-sustaining, scalable, person-first program that improves the well-being of its primary stakeholders—clients, families, and staff—and can quickly adapt to changing circumstances on a small or large scale. ESSENTIAL JOB FUNCTIONS Oversee day-to-day Early Intervention Program operations statewide in an inclusive, innovative, and solutions-focused manner that supports team members. Develop and execute the annual Early Intervention Program V2MOM, budget, and operating plan. Meet or exceed Early Intervention Program operating margin and billed hours targets. Develop and lead a high-performing team of managers and individual contributors and ensure program staffing supports budget targets and program needs. Collaborate with Family of Companies (FoC) shared services departments to ensure successful delivery and application of clinical excellence-, finance-, revenue cycle-, data analytics-, IT-, human resources-, and recruiting-related services to day-to-day operations. Advocate for equitable, inclusive, accessible, and justice-driven care Adhere to the FoC network structure organizational protocols. Ensure compliance, regulatory, and funder requirements are met, and take action if they are not. Establish and maintain solid relationships with funders and regulatory entities and serve as a main ESH leadership partner and point of contact (e.g., with State of Hawaii Department of Health Early Intervention Services Unit). Create and maintain the Easterseals EI programs business operating system QUALIFICATIONS Minimum Education, Experience & Training Equivalent to: Bachelor’s degree from an accredited program or equivalent. Master’s degree preferred. A minimum of five years’ experience and/or training working with children with developmental delays, disabilities and/or autism spectrum disorders; or equivalent combination of education and experience. Minimum of five years’ experience working in related setting with supervisory responsibilities. Prefer seven years of progressive experience with at least two years in a leadership position. Early Intervention managerial experience required. Knowledge, Skills & Abilities: Understanding of key operations management principles and the ability to execute on them. Deep knowledge of early intervention principles and practices, and other community resources and agencies that serve children. Leadership, team building, and collaboration skills. Ability to develop and maintain effective working relationships with funding sources, e.g., EIS. Ability to synthesize and collate data and use it to tell the story of operational performance. Commitment to building, developing, and supporting diverse teams. Enthusiasm for the values of the organization, including disruption, resilience, and inclusion. Sensitive to working with an ethnically, linguistically, culturally, and economically diverse population. Excellent verbal and written communication skills; American Sign Language or bilingual ability preferred. Confidentiality and discretion pertaining to the work environment and maintenance of all HIPAA requirements. Ability to interpret and implement policies, procedures, and regulations. Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.), Google, Adobe, Sharepoint and related computer software. Consistent good judgment and decision-making skills. Ability to develop effective working relationships with individuals at all levels within the Family of Companies Ability to work independently and to be flexible in changing work priorities Physical Requirements: Frequent bending, reaching, squatting, kneeling, and twisting in order to observe, assess, and interact with clients. Ability to stand or sit for extended periods of time, stand for up to 6-8 hours a day. Occasional lifting, carrying, and loading/unloading toys and materials up to and including 50 lbs. Visual and auditory ability to work with clients, staff, and others in the workplace continuously. Frequent speaking and listening (50%) to clients, staff, and other professionals in meetings and on the phone. Frequent driving (to and from office and client homes). Occasional air travel to other islands. Ability to utilize computer, iPhone or landline, fax machine and copy machine. Frequent proofreading and checking documents for accuracy. Frequent exposure to disability disorders in clients; occasional emergency situations; occasional exposure to trauma; in person client contact and decision making; and constant concentration required when working with clients. Ability to physically implement behavior management strategies including responding to physically aggressive behavior. CONDITIONS OF EMPLOYMENT Ability to obtain and maintain criminal record clearance through the Department of Justice (DOJ). The People & Performance Department must analyze DOJ/FBI live scan reports in accordance with applicable Federal, State, and Local laws, as well as fitness for the position. Able to travel to multiple work sites and client homes. Reliable transportation needed. Must have valid Hawaii Driver’s License/insurance and maintain a clean driving record. Must pass health screenings, obtain vaccinations, and clear TB testing based on company policies. Ability to obtain and maintain clearance through the Office of Inspector General. Ability to obtain and maintain CPR certification. Ability to obtain and maintain Safety Care certification. Must attend any required training.
