ABOUT THE ROLE

The Chief Technology Officer contributes to the vision, strategic planning, and leadership of MVB's technology organization, partnering closely with the bank's AI, Data, and Automation leadership to advance the architecture, security, and modernization of the systems that power both MVB's traditional banking operations and its Fintech-as-a-Service platform, including payments, card issuance, embedded finance, money movement, and online gaming programs. This role helps define and supports execution of a technology modernization strategy that positions MVB's infrastructure to scale securely alongside its Fintech partners, while maintaining the reliability, resiliency, and regulatory rigor required of a chartered bank. The CTO operates as both a strategic leader and a hands-on technical contributor, expected to engage directly in architecture decisions, technical evaluations, and critical build/buy/partner decisions. In the capacity as the most senior technical role within the organization, this position is responsible for overseeing the comprehensive technical architecture that supports partnerships, origination, servicing, and operations.

This role carries lead accountability for MVB's Fintech-as-a-Service technology platform, working in close partnership with the bank's AI, Data, and Automation organization, which is responsible for software development, orchestration, cloud providers, and API strategy, to keep technology capability ahead of the speed and complexity of MVB's partner ecosystem. The CTO directly leads the Vice President of Enterprise Product Enablement and the Vice President of IT Operations, holding organizational accountability for the Bank's core enterprise platforms, Digital, Core Banking, and Lending, as well as its network, server, telephony, and access infrastructure. The CTO also partners with Information Security, AI and Data Governance, and Risk to maintain compliance with the evolving regulatory environment.

WHAT YOU’LL DO

Strategy & Modernization

• Contributes to the development of a multi-year technology modernization roadmap, including core banking, and retirement of legacy systems.
• Supports the translation of the modernization strategy.
• Supports the infrastructure that ensures Fintech partners have stability, security, and control requirements of a regulated financial institution.

Software Development & Systems Delivery

• Design for resiliency, maintainability, and reuse across systems.
• Reduce complexity while expanding functionality and future-proofing the systems.

Technical Leadership

• Be embedded directly with the team and hands-on rather than just reviewing or managing work.
• Coach and mentor team members with empathy and patience, helping them grow technically and advance their careers.

Subject Matter Expertise & Influence

• Serve as the go-to authority when the business raises questions about the feasibility of cross-cutting features, new products, or major shifts in direction or when engineering proposes a platform change or major refactor.
• Collaborate across teams, build support, and persuade stakeholders rather than dictate.
• Balance requirements fulfillment, delivery speed, and product quality in every decision.

Fintech Technology Enablement and Support

• Directs the technology strategy underlying MVB's Banking-as-a-Service (BaaS) platform, including payments processing, card issuance, money movement across all modalities, and embedded finance capabilities.
• Provides support for the rapid, secure onboarding of new Fintech partners and scales with partner transaction volume and program complexity.
• Partners with Fintech business, product, and compliance teams to ensure platform architecture supports partners' time-to-market needs without compromising control or auditability.

Security, Risk & Regulatory Compliance Assurance

• Partners with Information Security, AI and Data Governance, Risk, and Compliance functions to maintain a strong security and controls posture across cloud and on-premises environments.
• Maintains technology practices that support safety, soundness, and regulatory examination readiness across all technology-dependent business lines.
• Supports IT Operations' business continuity/disaster recovery capabilities and audit/exam readiness to meet the safety and soundness standards required of a chartered bank, and oversees resolution of related third-party exam or audit findings.

Vendor & Technology Sourcing

• Supports the sourcing and evaluation of technology vendors and solutions, negotiating favorable, long-term contracts that balance cost, capability, and risk.
• Manages a portfolio of technology vendors and partners supporting core banking, Fintech infrastructure, and enterprise systems.
• Provides oversight of core banking, digital, and lending vendor relationships managed by the Enterprise Applications function, ensuring platform vendor engagements align with the Bank's broader technology sourcing strategy and risk posture.
• Provides oversight of infrastructure vendor and partner relationships managed by IT Operations, ensuring escalated implementation, upgrade, and support issues are resolved in alignment with enterprise sourcing strategy.
• Delivers technology vendor projects on time and within budget, with clear accountability for outcomes.

Organizational Leadership

• Manages technology operations in support of a highly distributed office and workforce footprint across the bank's markets.
• Oversees the enterprise application team and their subject matter experts, ensuring the management and lifecycle of the Bank's core vendor technology platforms remains aligned to enterprise strategy and business objectives, including Digital, Core Banking, and Lending.
• Oversees the Vice President of IT Operations and team ensuring the Bank's infrastructure and help desk environments is architected, maintained, and scaled to support 24x7x365 availability for mission-critical systems, including network, server, telephony.
• Builds, leads, and develops a technology support organization capable of supporting both traditional banking operations and a fast-growing Fintech platform business.
• Serves as an active senior leader, effectively communicating technology operations strategy, risk, and trade-offs to non-technical stakeholders.
• Manages the team's budget to maximize return on investment and support strategic priorities across the organization.

EDUCATION & WORK EXPERIENCE

Required

• Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field, and a minimum of 15+ years of applicable technology leadership experience
• Demonstrated experience leading enterprise-wide technology modernization efforts, including cloud migration and legacy system transformation.
• Hands-on technical background with the ability to engage directly in architecture, security, and platform decisions, not solely at a strategic or managerial level.
• Experience in banking, financial services, or a highly regulated industry, with working knowledge of the regulatory and compliance environment applicable to banking and payments.
• Strong leadership skills, with demonstrated ability to plan, direct, report on, and develop technology staff and teams.
• Strong analytical and troubleshooting capabilities, with the ability to manage competing priorities in a fast-paced, high-growth environment.
• Direct experience with Banking-as-a-Service (BaaS), embedded finance, payments, or card issuance platforms.
• Comprehensive knowledge of modern information systems technology, including cloud infrastructure, API architecture, cybersecurity practices, and data platforms.

Preferred

• Master's degree in Computer Science, Business Administration, or a related field, with technology as a core component.
• Experience supporting Fintech partnerships or a Fintech-facing technology platform in a regulated environment.
• Familiarity with AI/ML-driven operational efficiency tools and their application within banking operations.
