Salary range: $73,268 - $80,000 General Description and Classification Standards Provides technical support on web application using a variety of network technologies to lead internal and external clients with internet, intranet or extranet based applications. This is a fully seasoned professional level (Senior) capable of independently carrying out most assignments typical of profession. This level would be attainable by multiple incumbents in a work group (not necessarily all) but would not be an automatic promotional level. Supervision Received Works under general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program. Essential Duties & Responsibilities

Delivers technical assistance for web-based solutions using diverse network technologies, supporting internal and external stakeholders with applications and platforms including Angular, .NET, WordPress, Webflow, CGI, multimedia systems, database-driven features, and data modeling tools. Researches, tracks, and understands new web technologies to provide technical leadership in developing service applications and analyzing business requirements as they pertain to intranet and external internet-related systems. Builds applications using the internet and Windows Development tools. Provides written design documents, test plans, and test results. Manages, develops, integrates and implements related applications components, including front-end maintenance, technical support, documentation and administration of the application. Established and communicates standards to manage cost and ensure continuity of applications. Decision Making Selects from multiple procedures and methods to accomplish tasks. May work independently with responsibility to assigned program. May make purchasing or resource allocation decisions within organization guidelines. Establishes work methods, timetables, performance standards, etc. Leadership Provided Routinely provides work group leadership, guidance, and/or training to less experienced staff. K

nowledge, Skills & Abilitie

Highly skilled in modern application development, including Angular, NodeJS, .NET/C#, JavaScript, Java, Python, and PHP. Strong knowledge of RESTful APIs, microservices, HTML, and CSS. Experience with relational and cloud databases such as MSSQL, Oracle, Azure SQL platforms, Cosmos DB, Firebase, and Azure Storage. Familiarity with Azure ecosystem services including Web Apps, Application Insights, Log Analytics, Data Factory, and Data Lake. Proficiency with AWS services such as Elastic Beanstalk, CloudWatch, CloudTrail, AWS Glue, and Amazon S3 for Data Lake implementations. Competence working in Windows, Linux, and Unix environments. Practical experience with DevOps practices, CI/CD pipelines, and Agile methodologies. Ability to independently manage technical workstreams. Full SDLC execution: analysis, design, development, testing, deployment, and documentation. May work with outside vendors in developing tests to ensure feature functionality. Effective collaboration with stakeholders to validate requirements. Skills in organizing and presenting proposals or information. Effective verbal and written communication skills. Ensure all solutions meet security, compliance, and operational standards. Maintain accurate and structured technical documentation. Ability to lead, train and support less experienced staff. Ability to build effective relationships within the organization, plan and carry out virtually any typical assignment within professional area. Work Schedule This position adheres to the City's hybrid work guidelines, which mandate at least four (4) days of in-person work each week at City facilities, with one (1) remote workday permitted based on eligibility and departmental approval. The hybrid schedule may be updated at any time to require full in-office attendance. Minimum Qualifications Education and Experience: Bachelor's degree in Information Technology, Computer Science or related area (equivalent professional experience may be considered for substitution for the required degree on an exception basis) 2 years of specific professional experience Preferred Requirements: Master's degree in one of the above disciplines and two (2) to five (5) years of very specific experience. Proven experience working within structured SDLC and Agile frameworks Licensures and Certifications: None required Essential Capabilities and Work Environment: Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.
