The primary purpose of this position is to serve as Security Specialist (Advanced Programs), responsible for information assurance (IA) management subject matter expertise for collateral, SCI, and SAP Information Technology (IT) systems. Responsibilities - Administers the SAO Information Security Program protecting the enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of Collateral, SCI, and SAP national security information or material considered vital to enterprise mission interests, national defense or national security. - Directs the Personnel Security Program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices ensuring the protection of Collateral, SCI, and SAP national security information. - Provides oversight, implements and administers the Physical Security Programs for the protection of classified Collateral, SCI, and SAP national security information. - Manages the Industrial Security Program. Implements and administers the Industrial Security Program for Collateral, SCI, and SAP related actions through the use of DoD, USAF and IC directives and procedures. - Communications Security (COMSEC) Manager. Manages all internal cryptographic activities and programs on Special Operations Command (SOCOM) systems. Facilities and Systems Manager. Directs the strategic planning and administration of a full range of facility management services for SCIF/SAP Facilities, which can include space management, maintenance, repair, and logistical support for USAF real property. Requirements Conditions of Employment Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies; expert knowledge of USAF and DoD sensitive activities. 3. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs. Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 6. Ability to establish effective professional working relationships with coworkers, customers, and other agencies contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established incumbent EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority(SAF/OC) or their delegated security career field representative. This certification requirement only applies to incumbents hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13March2016 are not required to obtain the DoD certification(s) listed above. This is a Mission-Essential (ME) position performing a Mission-Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions, in accordance with DoDI 3020.42 (Defense Continuity Programs). In the event of a crisis situation, inclement weather, or other identified emergency conditions, the incumbent must continue to perform these essential duties until relieved by proper authority. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
