Lead Designated Campus Fire Marshal (LDCFM)

Position Information The full salary range for the Lead Designated Campus Fire Marshal (DCFM) is $103,100 - $196,300 annually. However, the expected pay scale for this position is from $103,100 - $170,280 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Reporting within the Environmental Health, Safety, and Risk Management (EHSRM) organization and under the terms of the negotiated Memorandum of Understanding (MOU) between the University of California, the Office of the President (UCOP) and Cal Fire – Office of the State Fire Marshal (OSFM), the incumbent serves as a Lead Designated Campus Fire Marshal (LDCFM) to act on behalf of OSFM as the Authority Having Jurisdiction (AHJ) for the campus. The LDCFM provides highest‑level oversight, code enforcement, and administration of fire and life safety programs across all campus‑owned, leased, and occupied facilities (including medical clinics/centers, housing, and research complexes), and serves as a UCR advanced technical subject‑matter expert on fire and life safety, regulatory and legislative issues. Responsibilities include reviewing, stamping, and approving architectural, engineering, and fire protection infrastructure plans for UCR capital projects, structural alterations, major or minor capital improvements, and coordinating closely with Building & Safety, Planning, Design and Construction, Facilities Services, Environmental Health & Safety, Auxiliary Services, and Housing & Dining. The incumbent exercises independent AHJ authority to approve or deny activities that may impact campus core missions, oversees UCR’s fire and life safety personnel responsible for plan review, construction inspections, applicable fire and life safety inspections, and special events, and trains new personnel on inspection work. The LDCFM ensures compliance with regulations such as Title 19 California Code of Regulations (CCR) and Title 24 Building Standards Code, HCAI regulations for future health facilities, and other state and national standards. Requirements Educational Requirements Advanced degree in a related area and/or equivalent experience or training. Experience Requirements 8 – 13 years of related experience. At least one of the following:

• a) Minimum 7 years of full‑time recent experience with at least 1 year as a Designated Campus State Fire Marshal (DCFM), and/or
• b) 10 or more years of increasingly responsible experience in a position directly related to duties of a Fire Marshal, and/or
• c) Five years of experience as a DCFM at any UC campus or in a public fire prevention bureau, unit, or agency, or in building compliance/inspection work with at least three years in a leadership or supervisory capacity.

Additional qualifying experience may be substituted for the required education on a year‑for‑year basis. Previous supervisory or managerial experience. Minimum Requirements Good management skills to effectively lead and direct subordinate staff in different regulated programs. Solid written, verbal, and interpersonal communication skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management. Solid skills to respond to and lead emergency response and critical situations, evaluate response efficacy, and recommend and implement changes. Excellent project‑management skills. Proven knowledge of Emergency Management systems including the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and National Incident Management System (NIMS). Knowledge of building construction methods. Experience in reading construction plans for fire code, conducting plan reviews, and fire/life safety inspections. Knowledge of fire and life safety codes, regulations and standards including California CCR Titles 8, 19, 22, 24, Uniform Building Code, Uniform Fire Code, and NFPA standards. Knowledge of fire and building inspection procedures, resolving findings, and implementing inspection and code‑enforcement programs in accordance with Title 19 and Title 24 CCR and applicable NFPA standards. Knowledge of fire prevention inspections, plan review, and construction inspections in a California local or state entity responsible for enforcement. Experience enforcing regulations and technical standards regarding building materials, flame‑retardant treatment of flammable materials, and fire extinguishing systems. Knowledge of working in an emergency response organization. Experience enforcing fire safety standards in the operation, maintenance and construction of medical center facilities as required by Title 19 and 24 CCR and related codes. Preferred Qualifications Comprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules, regulations, and laws. Solid skills to create, develop, and implement EH&S projects and programs. Knowledge of HCAI regulations including construction projects. Experience serving in a leadership position within a college or university system, health care, municipality, or other complex mission‑driven organization.
