Recreation Program Support (II) (Part-Time) Position Overview Recreation Program Support team members help bring Emanuel County’s youth and adult athletic programs to life by stepping into flexible, seasonal roles that support day-to-day operations, games, and special events. Examples of a Recreation Program Support team member may include: a Concessions Attendant, Basketball Scorekeeper, Softball or Baseball Umpire, Flag Football Referee, Tournament Gatekeeper, Field Prep Assistant, Uniform Distribution Helper, All-Star Event Aide, or Summer Program Assistant. Reporting directly to the Recreation Director, the ideal candidate is dependable, enthusiastic, and ready to support a team environment that serves local families and participants of all ages. Location This position is based at the Emanuel County Recreation Department. Duties take place at various rec facilities, parks, and athletic fields throughout the county. Out-of-county travel is not required. If travel becomes necessary, departments with county vehicles (such as Recreation) may provide one. If a county vehicle is not available or the department does not maintain a fleet, use of a personal vehicle may be required. In those cases, mileage reimbursement will be provided in accordance with county policy. This position reports directly to the Recreation Director. Job Duties Concessions Operations Prepares and serves concession items during games or events. Handles food safety tasks, restocks supplies, operates point-of-sale equipment, and follows proper cash handling procedures. Ensures cleanliness of concession areas before, during, and after assigned shifts. Game Support and Scorekeeping Serves as scorekeeper for youth and adult games using paper scorebooks, digital clocks, or scorekeeping software provided by the department. Accurately tracks game details and communicates with on-site officials or supervisors as needed. Officiating and Rules Enforcement Officiates youth sports games such as basketball, baseball, softball, soccer, or football. Applies knowledge of sport-specific rules, ensures fair play, and communicates clearly with coaches and players. Maintains control of the game environment and reports any issues to supervisory staff. Field and Facility Setup Assists with basic field preparation tasks, including setting up goals, dragging/chalking lines, organizing equipment, and confirming that sites are ready for scheduled games. May assist with setup and breakdown of materials for tournaments or special events as needed. Uniform and Equipment Distribution Helps organize, sort, and distribute uniforms, equipment, and supplies during registration events or at the start of each season. Assists with sizing, packaging, and inventory tracking under staff direction. Event Assistance and Program Support Provides logistical support during special events such as opening ceremonies, all‑star games, or seasonal award nights. May assist with event setup, participant check‑in, or material distribution. Team Representation and Safety Acts as a representative of the Emanuel County Recreation Department. Maintains a friendly, professional attitude with the public and follows all safety and conduct guidelines. Alerts supervisors to any issues involving conduct, injuries, or rule violations. Other Duties as Assigned Performs additional duties as assigned in support of the Emanuel County Recreation Department. Minimum Qualifications Must have a working knowledge of and ability to interpret and apply basic rules, formats, and expectations for common youth and adult recreational sports Must be confident and composed when enforcing rules, handling disputes, or making decisions in high-pressured situations such as addressing unruly spectators, upholding game calls, or maintaining concession policies Ability to maintain focus and make sound, timely decisions in fast-paced, high-distraction environments Working knowledge of recreational equipment such as scoreboards, gamekeeping books, stopwatches, pitch-count clickers Basic math skills, particularly for handling transactions and making change in concession or event settings Ability to give and follow verbal and written instructions Must be able to work independently and with a team Ability to work evening and/or weekend shifts as assigned Must be able to work outdoors in various weather conditions Must be able to perform light to heavy physical work, with specific physical demands varying by assignment. Positions such as referees or umpires may require greater aerobic stamina and physical coordination. Duties also require the ability to sit, stand, stretch, climb, bend, and walk for most of the workday, along with manual dexterity. This role may includes regularly lifting up to 20 pounds and occasionally exerting up to 40 pounds of force. (See also: compliance statement.) Must possess and maintain a valid Georgia driver’s license and demonstrate a safe driving record in accordance with county insurance requirements Must be at least 16‑years‑old Must be willing to follow county policies, procedures, and departmental standards, including but not limited to demonstrating professional conduct, maintaining punctuality, showing a commitment to public service, and serving as a positive representative of Emanuel County as an organization Preferred Qualifications Experience working in or with municipal or county government, preferably in recreation Cardiopulmonary resuscitation ( CPR ), first aid, or other relevant certifications Familiarity with Georgia Recreation and Parks Association ( GRPA ) and National Youth Sports Coaches Association ( NYSCA ) standards Bilingual skills to support communication with a diverse public Pay Structure Emanuel County uses a grade‑and‑step pay system. Classified as a Grade 7 position, the hourly pay range of $16.37 to $17.33 represents the minimum to maximum compensation assigned to this position’s grade. Starting pay is set at the time of hire and is based on relevant experience, education, certifications, and licensure, along with internal equity and County policy. Placement within the range is determined on a case‑by‑case basis, and not all employees begin at the minimum or progress through every step. Opportunities for advancement within the range occur through approved step increases, promotions, or reclassification. Part‑time positions are limited to Step 5 within the pay plan and are not eligible for additional step increases beyond that level.
