Cabinet Chief of Staff Location: Los Angeles, CA Salary: $175,593.60 – $262,849.60 Annually Job Type: Regular Employee – FLSA Exempt Opening Date: 06/30/2026 Closing Date: 7/31/2026 5:00 PM Pacific Description Provides direct assistance to the Chief Executive Officer and Senior Leadership Team regarding oversight and implementation of Metro's equity platform, a comprehensive Board adopted directive, to ensure that all Metro plans, programs, and investments consider equity from the perspective of access to opportunities for LA County's most vulnerable populations and communities. The position will design initiatives that go beyond compliance with applicable laws to innovatively lift communities because it is the right thing to do. This position provides strategic leadership for the development and implementation of innovative equity initiatives that strengthen equitable access to opportunity and help ensure Metro's programs, projects & services deliver meaningful benefits to the diverse communities it serves. The role enhances Metro's equity platform, delivers on projects and initiatives, and engages community partners to advance Metro's equity goals. Responsibilities Oversee and coordinate the equity platform portfolio across all Metro Departments, ensuring that elements of the Platform’s adopted policy pillars are applied appropriately to department activities. Incorporate definitions of equity consistent with the Platform’s focus on access to opportunity. Directly engage underserved communities that may be affected by Metro policies, programs, projects, or services; address potential problems actively and responsibly throughout those efforts. Identify and carry out specific actions in partnership with other agencies or partners aimed at improving access to opportunity via transportation. Recommend equity‑based education for staff, stakeholders, and the Board of Directors through research, training, and peer industry collaborations. Lead intra‑agency coordination supporting equity initiatives, the Policy Advisory Council, and identify medium‑ and long‑range strategic plan actions to build the national movement for racial equity. Develop, convene, and support a new Equity Advisory Commission comprising leaders from academia, foundations, and community representation. Serve as the key liaison for stakeholders and the general public regarding equity issues, maintaining relationships with advocates, foundations, and government representatives. Initiate and manage cohesive partnerships and professional relationships with stakeholders at all levels internal and external to Metro. Coordinate with the Department of Civil Rights on mutual interest issues between equity‑based policy and regulation. Provide reports to the Board on the implementation of the equity platform and related program updates. Minimum Qualifications Education: Bachelor’s degree in Sociology, Social Anthropology, Ethnic Studies, Social Work, Public Administration, Human Resource Management, or a related field. Experience: Eight years of senior management‑level experience in racial justice and anti‑poverty work focusing on advancing inclusive, equitable, and diverse organizational cultures. Preferred Qualifications Experience designing effective and innovative strategies to advance equity in transportation services. Experience engaging diverse stakeholders to gather information and implement programs benefiting underserved communities. Experience coordinating with community partners, thought leaders, and agencies to design and implement equity initiatives. Experience designing training programs to socialize initiatives to stakeholders at various levels. Experience communicating innovative ideas and securing buy‑in from executives, leadership, public officials, and stakeholders. Essential Knowledge Racial, ethnic, socio‑economic, sexual orientation, gender, and age‑based initiatives focused on advancing historically marginalized populations. Effective strategies designed to advance equity for all stakeholders. EEO and affirmative action rules and regulations. Skills Listening effectively, seeking feedback, and recognizing the importance of learning and growth. Facilitating diverse stakeholder groups to gather information and implement programs. Organizational development analysis and implementation. Analytical and strategic thinking. Program management. Effective oral and written communication. Professional interaction with various levels of Metro employees and external representatives. Abilities Engage a wide variety of stakeholders in challenging dialogue and critical self‑reflection around racial identity, implicit bias, systemic racism, structural inequities, etc. Read, write, speak, and understand English. Prioritize and manage work to meet deadlines. Handle highly confidential information. Understand, interpret, and apply policies, procedures, contracts, laws, regulations, and labor/management agreements. Compile, analyze, and manage data. Communicate with various levels within and outside Metro. Absorb and synthesize information quickly and adjust facilitation strategy accordingly.
