Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a HEALTH TECHNICIAN, Position Description Number PDD1724000 and is part of the Mississippi National Guard. Learn more about this agency Duties Help As a HEALTH TECHNICIAN, GS-0640-8, you will serve as the functional expert for issues pertaining to Aerospace Medicine and Force Health Management programs. Incumbent manages essential programs, which impact individual medical readiness (IMR) and personnel fitness for continued worldwide deployability. The position occupant serves as a member of or an advisor to, management boards and committees as well as Wing leadership regarding Force Health Management and Aerospace Medicine. (1) Develops plans, procedures, goals and objectives in support of the Aerospace Medicine and Force Health Management Programs using an extensive knowledge of Department of Defense (DOD), Occupational Safety Health Administration (OSHA), United States Air Force (USAF) and Air National Guard (ANG) directives, policies and standards. Programs include physical examinations and standards, flight medicine and related aero medical and force health management concerns. Interprets directives and applies standards to determine worldwide deployability of personnel. Advises and makes recommendations to senior officials on force health issues related to physical exams, standards and flight medicine activities to ensure compliance. Determines requirements, requests funding and administers accounts for procurement of supplies, equipment, and medical assessment in support of the physical exam process, flight medicine activities and related programs. (2) Implements and maintains the information management systems utilized for aerospace medicine and force health protection programs. Systems include preventive health assessment (PHA) and individual medical readiness (PIMR), Aero medical Information Management Waiver Tracking System (AIMWTS), Physical Exam Processing Program (PEPP), Grounding Management Information System (GMIS) and other related programs. Compiles and completes various special and recurring reports utilizing these systems. Functions as the health systems program administrator. Identifies, develops and implements training programs which support mission essential aerospace medicine and force health management requirements. (3) Administers the Physical Examinations and Standards (PES) program and serves as a medical expert on related issues. Develops procedures to evaluate the effectiveness of the PES program and implements processes to ensure individual medical readiness and deployability. Reviews and resolves concerns or conflicts made by the member, supervisor, and/or commander. Identifies reports, formulates and recommends solutions to command personnel for resolution of compliance and delinquency trends and patterns which could negatively impact medical readiness. Addresses complex medical issues with members, supervisors, commanders, state staff, and higher headquarters. Identifies and analyzes abnormal findings through research using medical references and professional consultations. Using established guidelines, advises member of findings, determines additional requirements and refers to medical professionals as needed. Edits, reviews and validates physical examinations to determine qualifications for initial or continued military service. Conducts paraprofessional evaluations (an in-depth screening or interview for the purpose of gathering data for the healthcare provider) and interprets results. (4) Manages the Reserve Component Periodic Health Assessment (RCPHA) program. Reviews military unique individual readiness requirements. Identifies documents and ensures member is notified of abnormal laboratory or diagnostic results. Tracks PIMR and reports noncompliance information to leadership. Provides training for unit RCPHA monitors. (5) Acts as the Medical Group customer service expert. Addresses complex issues using independent judgment. Provides technical medical assistance to medical inquiries and responds to inquiry by researching, compiling information, generating response and providing information through written correspondence, telephone, electronic or in-person response. (6) Monitors the medical status of military personnel. Identifies and profiles personnel with medical conditions impacting duty performance or assignment restriction. Reviews and validates profiles disqualified for worldwide duty. Notifies and advises commanders, supervisors and unit deployment managers when a member's medical/dental condition or duty restriction affects deployable status. (7) Performs additional duties as assigned. Requirements Help Conditions of employment This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. MILITARY REQUIREMENTS : Military Grades : E6 - E7 CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. Participation in direct deposit is mandatory. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime or compensatory may be required. 5. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED : This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE : An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Experiences gained through military technical AFSC training schools (restricted to the one identified/allowed compatible AFSC) are included in the two year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience requirements. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for the ANG Public Health position. Must have at least 24 months of experiences in performing public health program work and managing public health activities. Experienced in functions such as, routine food safety and defense inspection; sanitary evaluations; communicable disease control and disease intervention; occupational health; force health management activities, PHA cell, medical entomology programs and public health medical readiness programs. Knowledge is mandatory of basic biological and physical sciences; preventive medicine; fundamentals of microbiology; chemistry; anatomy; physiology; and pathology of the human body; terminology; limited paraprofessional examinations; medical entomology programs; food science and technology; food handler training; food and water safety and defense principles; food inspection; laboratory procedures; sanitary evaluations; public facility sanitation; prevention and control of foodborne; water-borne; and vector-borne diseases; communicable disease prevention and control; epidemiology; occupational health (including hearing conservation); medical readiness (including medical intelligence, deployment processing, and deployment surveillance); personnel management and administration; medical service organization and function; basic medical information management (including database management) and written and oral communication. Must have a practical understanding or specialized competencies in regard to the Occupational Health and Safety Administration (OSHA), Air Force Occupational Safety and Health (AFOSH) mandated occupational health education and training programs, and the applicable Department of Defense Instructions (DODI). Working knowledge of the OSHA and AFOSH mandated occupational health medical surveillance program. Skilled in conducting the Bioenvironmental Engineering (BEE) Industrial Hygiene Surveys; and understands when to direct the employee occupational health medical examinations (OHMEs). Skilled in tasks that involve implementing, managing, and/or overseeing the Defense Occupational and Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC) Hearing Conservation Program (HCP). Knowledgeable of the Air Force Reproductive Health Program. Experiences included the study and analysis of BEE Industrial Hygiene Survey data to determine chemical/workplace risks to fetal health. Skilled in executing OSHA/AFOSH principles, methods, and guidelines to evaluate the presence of reproductive and fetal risk factors. Competent in analyzing BEE Industrial Hygiene Survey data in order to identify personnel potentially at risk of exposure to blood and body fluids. Skilled in performing the PIMR ASIMS Hospital Employee Health Program (HEHP) database programs. Skilled in developing screening questionnaires that properly identified employees who are in a High-Risk and/or Exposure-Prone category, in accordance with current CDC definitions. Skilled in identifying immunization and testing requirements and duty limitations for High-Risk and/or Exposure-Prone personnel. Experienced in working the occupational injury/illness workplace incidents. Skilled in analyzing medical diagnoses findings to determine if an injury or illness occurred. Skilled in determining if injury or illness incidents are work-related and knowledgeable of the appropriate follow-up actions. Knowledgeable of the Community Health Program. Experiences may have included formulating strategies for the identification, control, prevention and elimination of communicable diseases. Competent in evaluating epidemiological and toxicological pathways. Experienced in developing and coordinating health risk assessment activities. Skilled in reviewing, implementing and/or executing current policies and guidance for routine and mandatory immunization requirements. Knowledgeable in deployment-specific immunizations. Experiences may have included the development of medical actions required as part of the base-level Smallpox and Anthrax teams and/or other biological warfare agent prevention programs. Skilled in the identification and providing referrals to allergist/health care providers for follow-up and skilled in completing record entries into the Vaccine Adverse Event Reporting System (VAERS) website database when necessary. Knowledgeable of the PIMR ASIMS Air Force Complete Immunization Tracking Application (AFCITA) database. Education You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. A High School Diploma with completed courses in biology, chemistry, and general science is required. College course work in health care administration, general science, biology, psychology, and chemistry is preferred. The successful completion of a full four-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position is desired. Must have successfully completed the Air Force Public Health Apprentice course. Must have successfully completed the Operational Entomology in-residence course and must have successfully completed the Center for Disease Control and Prevention Epidemiology course. Must have a completed Hearing Conservation certification. Must pass a Reading Aloud Test as defined in AFI 48-123 and Medical Standards Directory.
