Agency Dept of Health and Human Services Division Child and Family Well‑Being Job Classification Title Program Analyst II (NS) Position Information Position Number: 60040757 Grade: NC19 Description Of Work The primary purpose of this position is to provide oversight to EI Section Office planning and evaluation of program compliance, quality and improvement by coordinating, directing and managing projects and tasks, focusing on data collection, analysis and results. These projects support and inform the work of Children’s Developmental Services Agencies and early intervention service providers related to direct service delivery, compliance with federal regulations, programmatic policies and procedures, and program monitoring. The position analyzes information and data, reviews plans and existing delivery systems, develops detailed implementation plans for improvement, ensures integrated plans are followed, and implements evaluation activities. It requires advanced analytical and consultative skills, expertise in early intervention, and involves managing evaluation of the early intervention program. The role uses data to inform policy and practice decisions, coordinates informational meetings for stakeholders, assists the Deputy Director in partnership development, prepares routine and ad hoc reports, and presents information to various audiences. The position also supervises two Data Consultants. Knowledge, Skills, and Abilities / Management Preferences Salary Range: $67,122 – $114,465 Recruitment Range: $67,122 – $83,040 The following management preferences are preferred but not required: Analyze, interpret, and translate complex quantitative and qualitative data into actionable insights. Lead and manage development, implementation, and continuous improvement of a statewide data system. Communicate complex data clearly to diverse audiences and facilitate data‑informed discussions. Lead teams, build data capacity, and support continuous quality improvement across the system. Write and present results of data analysis in clear, concise, and meaningful formats for a variety of audiences.
