Nursing SupervisorOtter Tail County is now accepting applications for a Nursing Supervisor within the Public Health Department. The purpose of this position is to provide leadership and supervision for public health nursing, health education, and other professional and paraprofessional staff within the Public Health Department. Responsibilities include personnel supervision; program planning, development, management, implementation, and evaluation; and oversight of designated public health programs and capabilities that address community health needs within the County and across the Community Health Board jurisdiction.Applications for this position will be accepted until 4:30pm on September 18, 2026.Supervises, directs, coaches and evaluates Public Health staff. Assigns work, establishes performance expectations, addresses employee concerns and performance issues, and recommends disciplinary and other personnel actions as appropriate.Plans, organizes, and directs activities and resources necessary to operate, maintain and strengthen designated public health programs, services, and capabilities.Provides leadership and oversight of program activities; develops and implements workplans; and monitors initiatives to achieve identified outcomes.Evaluates program effectiveness and outcomes and identifies opportunities to improve the delivery of public health programs and services.Researches and evaluates best practices, emerging public health issues, and community health needs to identify opportunities for improvement or enhancement of public health programs and services.Oversees the development and dissemination of public health education and informational materials to inform families, providers, and the general public about population health needs, resources, and services.Reviews, analyzes, and interprets applicable federal, state, and local statutes, regulations, guidelines and standards to ensure public health programs and services comply with requirements and effectively address community health needs.Initiates, implements, and evaluates quality improvement efforts and projects to strengthen program quality, effectiveness, and use of resources.Develops and maintains effective working relationships with internal departments, community partners, leaders, community members, and organizations. Facilitates coordination of community health efforts and collaborates to provide integrated and effective services.Ensures effective public health practices and interventions, including prevention, health education, policy development, and regulatory compliance, while supporting staff in delivering effective public health services.Oversees nursing practice and professional standards within applicable public health services; monitors compliance with the Minnesota Nurse Practice Act and applicable regulations and provides guidance to nursing staff regarding scope of practice, delegation, supervision, and professional accountability.Provides leadership, mentoring, and professional development opportunities for Public Health staff to support competency, employee engagement, effective service delivery, and achievement of department and program goals.Assists the Director with the preparation and management of program budgets. Develops, tracks, and modifies assigned program budgets for salary, benefits, supplies, and operational expenses and ensures resources are used effectively to support program goals.Ensures compliance with local, state and federal policies, procedures, rules, and regulations.Represents the department on state and regional workgroups, task forces, and committees related to public health programs and initiatives. Serves as an agency representative for the Local Public Health Association.Serves in an assigned role within the Public Health emergency response structure. Responds to disasters and public health emergencies; assists communities in recovery efforts; recognizes deviations from the norm that might indicate an emergency; communicates clearly within the chain of command, assumes functional role according to emergency operations plan, and participates in drills and exercises.Works within the Community Health Board on programs and activities that involve cross jurisdictional sharing (CJS).Assumes responsibility for meeting continuing education requirements to maintain licensure and to ensure that self-knowledge increases, is current, and relevant to changing health practices.Adheres to general employment conditions such as personnel rules, work and safety rules, dress codes, etc.Regular attendance is required to perform the duties of this position. May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan. Performs other duties as assigned.Bachelor's Degree in Nursing with Registered Nurse Licensure Ability to obtain Public Health Nurse Certification 5 years of Public Health nursing experience CPR Certification Valid driver's licenseThis position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30, with the potential for evening or weekend hours. The 2026 starting salary for this position is $86,965 annually, depending on qualifications, with advancement to $130,374 annually.The selection process will include an online employment application and supplemental questionnaire.
