For more information: The Latin America and Caribbean (LAC) Regional Energy Unit: The Latin America and Caribbean (LAC) Regional Energy Unit operates in the context of the overall Bank mission while focusing on the key energy challenges for the region, which include improving the quality and efficiency of energy infrastructure services, and expanding sustainable energy infrastructure capacity, including natural gas infrastructure. Lending and analytical activities focus on sectoral reforms and strategic investments across a wide range of areas, with the common objective of contributing significantly to economic growth and job creation through transparent, viable and sustainable energy sector development solutions (examples include energy subsidy reform, effective tariff design, institutional and governance strengthening, financially sustainable utilities and oil/gas companies, emerging innovative solutions, creating enabling environments for private sector participation, among other). The WBG support to the energy sector in the region is delivered as a coordinated effort with Government counterparts, other relevant financial institutions and development banks, and multiple technical partners. The Senior Gas Specialist for the LAC Energy Unit will structure new projects in the area of natural gas: leading the dialogue with key stakeholders, developing new business, providing technical advice and overseeing ad-hoc analytical work, designing new mid-stream-downstream activities, and managing new projects from concept to completion. Duties and Accountabilities: You will report to the Practice Manager of ILCE1 and work alongside a group of professionals based in Washington, DC and throughout the region, performing the following duties: Liaison with clients and sector stakeholders: Play a leading role in the Bank's policy dialogue with national and subnational authorities, regulators, state owned enterprises, and private sector participants on strategic natural gas and LNG issues. This includes engagement on sector reforms, market development, regulatory frameworks, pricing and tariff structures, and the role of gas in supporting energy transition and decarbonization objectives. Lead the organization on high level consultations, technical workshops, and sector roundtables. Build and maintain strong relationships with government counterparts, development partners, private investors, academia, and civil society to ensure that Bank supported programs are well informed, relevant, and impactful. Monitor political and institutional developments that may affect sector outcomes and proactively address emerging risks in client engagement. Business development and leading lending operations: Lead and contribute to the identification, preparation, and supervision of investment lending operations and analytical engagements related to natural gas and LNG infrastructure and markets across LAC countries. This includes upstream policy support as well as downstream investments in LNG import terminals (including FSRUs), gas pipelines and transmission systems, gas processing plants, storage facilities, and gas distribution networks, as well as gas to power projects and flare gas utilization initiatives. Support the structuring and implementation of Public Private Partnerships and innovative financing solutions, ensuring that technical, commercial, legal, and institutional aspects are fully integrated. Contribute to project preparation activities including feasibility assessments, technical due diligence, economic and financial analysis, and risk identification and mitigation. Technical leadership and operational support: Provide expert technical and techno commercial advice on gas and LNG projects and programs. This includes reviewing engineering designs, construction and operational plans, and key technical parameters, as well as assessing project risks and proposing mitigation measures. Contribute to the evaluation of major commercial agreements, including gas sales agreements, LNG sales and purchase agreements, terminal use agreements, and pipeline transportation agreements, ensuring consistency between technical specifications, gas quality requirements, and commercial terms. Support teams in integrating technical inputs into financial models and project structuring. Market analysis and advisory work: Lead and contribute to analytical and advisory work on gas and LNG sector development, including assessments of supply and demand dynamics, infrastructure needs, market structure, and pricing mechanisms. Analyze regional and global LNG trends and their implications for client countries, including energy security, affordability, and competitiveness. Provide insights on fuel substitution and competition across natural gas, LNG, LPG, diesel, and heavy fuel oil in the power and industrial sectors. Contribute to policy notes, technical reports, and country diagnostics, including political economy and macro fiscal aspects of gas sector reforms. Portfolio supervision and implementation support: Support the supervision of ongoing operations and technical assistance by monitoring project implementation progress, reviewing technical reports from contractors and operators, and identifying potential bottlenecks or risks. Conduct site visits and field missions as needed to assess construction progress and operational performance. Work closely with clients and project teams to troubleshoot issues and ensure timely and effective implementation of Bank supported activities. Energy transition and climate integration: Support client countries in integrating natural gas and LNG solutions into broader energy transition strategies, including decarbonization pathways, power sector transformation, and industrial energy use. Identify opportunities to leverage gas infrastructure to enhance system flexibility and facilitate renewable energy integration while advancing methane emissions reduction and flaring reduction initiatives. Contribute to the design of programs that align with climate objectives and promote sustainable and resilient energy systems. Cross practice collaboration and MFD approach: Actively contribute to the Maximizing Finance for Development approach by identifying opportunities to mobilize private capital in gas and LNG infrastructure. Build strong internal partnerships with IFC and MIGA, as well as external relationships with investors, developers, and financiers, to support the development of bankable projects. Collaborate with other Global Practices, Knowledge Bank, on cross cutting areas such as fiscal impacts, governance, environmental and social sustainability, and climate finance. Knowledge dissemination and thought leadership: Contribute to the dissemination of the Bank's activities and knowledge, both internally and externally. Prepare inputs for sector and country briefings, analytical reports, and portfolio reviews. Participate in conferences, workshops, and external events to share best practices and lessons learned. Advance the Bank's knowledge agenda on gas, LNG, and methane abatement through high quality analytical outputs. Team leadership and capacity building: Provide guidance, mentorship, and technical support to junior staff and team members. Foster a collaborative and inclusive team environment and contribute to strengthening the technical and operational capacity of the team across the gas and LNG domain. Selection Criteria • Master's degree or PhD in relevant field. • At least 10 years of gas and LNG experience working for an oil and gas producer or a gas utility.
• Prior experience with LAC energy markets • Strong technical and commercial understanding of gas value chains. • Experience in project development and finance. • Knowledge of contracts such as PSCs, GSAs and LNG SPAs. • Strong communication and teamwork skills. • Fluent in English; working level Spanish.
