HR Manager Costa Rica

Responsibilities and Duties include but are not limited to:

• Manage the full recruitment cycle for positions, including using the applicant tracking system to post positions, review applications, and track recruitment stages.
• Phone screen, interview, and coordinate with managers for interviews during the recruitment process.
• Review and update all HR forms, Employee Handbook, and Onboarding materials as necessary.
• Work with Project Managers for registrations and business management.
• Assist with implementation and administration of policies and programs related to the management of all personnel to ensure the maintenance of a positive and productive employment environment.
• Ensure compliance with all Local, State, and Federal laws and regulations which pertain to Human Resources.
• Assist employees with benefits and support annual Benefits Open Enrollment.
• Facilitate Worker's Compensation, FMLA, ADA, safety, and other related HR programs, including the paperwork, tracking, and conversations needed to ensure compliance.
• Develop and implement training programs for team members.
• Collaborate with hiring managers on new openings, candidates in process, and coordinate in-person interviews.
• Assist new hires by extending job offers, preparing offer letters, and new hire onboarding paperwork.
• Conduct new hire orientations to ensure new team members feel engrained in the organization and are provided with the tools to succeed in their new role.
• Conduct exit interviews for employees voluntarily leaving the company.
• Perform complete handbook revamp as needed. Track return of acknowledgments from each employee. Maintain handbook policies and procedures and keep information sheets up to date.
• Apply process-based recruiting techniques for screening candidates, send pre-screened candidates to the accounts manager, and coordinate scheduling interviews with the manager/stakeholders.
• Collaborate with Account Managers to understand the key skills, relevant experience, and objectives to draft job requirements and subsequently post them on social media and job portals.
• Possess a clear understanding of the staffing processes.
• Source resumes from different job portals, company database, employee references, networking, etc.
• Prepare and format resumes in the company's standard format.
• Support the accounting department in payroll and invoicing functions.
• Other duties as assigned.

Required Experience, Skills, and Qualifications:

• 3+ years in an HR Manager role with a wide range of HR functions is required.
• Proficiency in Microsoft Word, Excel, SharePoint, and strong computer skills are required.
• SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) credential is a plus.
• Good understanding of technology and associated technical skill sets.
• Excellent written and verbal communication skills in English.
• Proactive and able to work independently and multi-task in a fast-paced environment.
• Ability to write Boolean queries and innovate search terms.
• Excellent interpersonal communication skills, negotiation skills, understanding of local, state, and federal regulations, and ethics.
• Knowledge and experience in working with G-Suite.
• Experience using ATS (JobDiva) is preferred but not required.
• Must be a TEAM PLAYER.
• Experience working with government entities in the United States is required.
• Strong understanding of the U.S. market, particularly in HR and recruitment strategies for the government sector.
