Principal Estimator - Electrical, Instrumentation & Controls

Job Description This position is assigned to a person who is on the Technical Track and has the experience, technical knowledge, and confidence of Business Line Management to lead the development of a complete engineering, procurement, fabrication, and construction (EPFC) estimate. The role is expected to lead customers to the most competitive price through the means of historical data and other in‑house data. Depending on the size of the project, the individual may act independently or direct a staff of other estimating individuals in performing functional activities to support project estimating. Assist in all activities with respect to estimate quality, execution, planning, staffing, consistency, systems training, and employee performance appraisal, career development, and counseling. Champion the office estimating database and information such as escalation indices, rate of exchange variation, productivity, etc. Develop the estimate and implementation plan with the project team. Perform peer review of estimates, as assigned. Present estimates to Fluor Management and the Client as a credible expert; able to sell the estimate. Other duties as assigned. Key Responsibilities Lead the development of detailed cost estimates for electrical, instrumentation, and control systems across all project phases (conceptual, FEED, EPC). Prepare and validate quantity takeoffs for cable, conduit, raceways, panels, instrumentation devices, and control systems. Develop labor productivity rates and installation factors for EIC scopes in nuclear environments. Interpret engineering drawings, specifications, and nuclear codes/standards (e.g., IEEE, NEC, ISA, NRC). Basic Job Requirements Accredited four‑year degree or global equivalent in applicable field of study and fifteen (15) years of work‑related experience or a combination of education and directly related experience equal to nineteen (19) years if non‑degreed. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors. Job‑related technical knowledge necessary to complete the job. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines. Ability to attend to detail and work in a time‑conscious and time‑effective manner. Other Job Requirements Bachelor’s degree in Electrical Engineering, Instrumentation & Controls, Construction Management, or related field (or equivalent experience). 10–15+ years of estimating experience, with strong focus on EIC systems. Demonstrated experience in nuclear projects (new construction, upgrades, or decommissioning). In‑depth knowledge of electrical systems, instrumentation, and control systems in regulated environments. Familiarity with applicable codes and standards (e.g., NEC, IEEE, ISA, NRC). Experience with estimating software (e.g., Aspen Capital Cost Estimator, InEight, or similar). Preferred Qualifications Experience on large‑scale EPC nuclear projects. Knowledge of digital control systems (DCS), PLCs, and safety instrumentation systems (SIS). Familiarity with modular construction and advanced work packaging. Professional certifications (e.g., CCP, CEP, PMP). Experience with international nuclear codes and standards. Experience collaborating with engineering, procurement, construction, and project controls teams to ensure estimate accuracy and alignment. Experience evaluating vendor quotes and subcontractor proposals for EIC components and systems. Experience identifying project risks, constructability challenges, and cost‑saving opportunities. Experience supporting proposal development, bid reviews and client presentations. Experience maintaining and enhancing estimating databases, benchmarks, and tools. Market Rate Statement The market rate for the role is typically at the mid‑point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
