Capital Improvement Project Specialist

This position provides technical, administrative, and project coordination support for the City's Capital Improvement Program (CIP). The position assists with the planning, design, procurement, construction, and closeout of capital projects involving transportation, shared-use paths, stormwater systems, buildings, parks, utilities, and other public facilities. The Capital Projects Specialist works closely with consultants, contractors, regulatory agencies, and City departments to support successful project delivery.
Essential Functions
- Assists in managing capital improvement projects from project initiation through construction and closeout.
- Coordinates project schedules, meetings, documentation, and project tracking activities.
- Assists with procurement activities including preparation of bid documents, requests for proposals, and contract documentation.
- Reviews project plans, specifications, cost estimates, and consultant deliverables for completeness.
- Tracks project budgets, expenditures, invoices, funding sources, and contract compliance requirements.
- Coordinates utility relocations, permit applications, easement acquisition activities, and agency reviews.
- Maintains project files, records, schedules, and reporting systems.
- Conducts field visits and assists with construction inspections and progress monitoring.
- Prepares reports, presentations, and project updates for City staff, advisory boards, and City Council.
- Coordinates communications with contractors, consultants, residents, and stakeholders regarding project activities.
- Assists with grant administration and documentation requirements.
- Supports development and updates of the City's Capital Improvement Program.
- Performs related duties as assigned.

Supervisory Controls
The Capital Improvement Project Manager assigns work in terms of project objectives, schedules, and departmental priorities. Work is reviewed through reports, meetings, project milestones, and completed assignments.
Guidelines
Guidelines include building codes, engineering standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
Complexity/Scope of Work
- The work consists of project coordination, technical support, contract administration, and construction support duties involving multiple capital projects.
- Successful performance contributes to efficient delivery of public infrastructure projects.
Contacts
Contacts are typically with City employees, contractors, consultants, utility providers, vendors, regulatory agencies, and the public for the purpose of exchanging information, coordinating activities, and resolving issues.
Physical Demands/Work Environment
Work is performed in office and outdoor environments, including construction sites. The employee may be required to walk uneven terrain, inspect construction activities, and occasionally lift light objects.
Supervisory and Management Responsibility
None. May provide coordination and project direction to consultants, contractors, and project stakeholders as assigned.
Minimum Qualifications
- Bachelor's degree in construction management, engineering technology, public administration, business administration, or a related field; or equivalent combination of education and experience.
- Three (3) years of experience in project coordination, construction administration, engineering support, public works, or a related field.
- Experience with public sector capital projects preferred.
- Possession of or ability to obtain a valid Georgia Driver's License
