About this Position The Deputy Commissioner of Administration provides direction and leadership for People Operations, Behavioral Health Technology and Data, Financial Services, 988, and Communications. The role offers oversight of administrative operations, procurement, vendor management, technology governance, and data analytics, aligning these functions with the strategic goals of the Behavioral Health Administration (BHA). Responsibilities Supervise staff in People Operations, Technology & Data, Financial Services, and Communications. Advises senior leadership on operations, policy, and management of these functional areas. Develop and implement administrative systems, structures, and processes to improve service delivery. Lead continuous improvement initiatives to maximize BHA resources and achieve operational excellence. Monitor quality systems to optimize delivery of administrative services across BHA. Develop policy recommendations, manage personnel activities, foster an inclusive culture, and achieve organizational goals. Oversee strategic communications planning in collaboration with the Governor’s office. Manage the financial operations of BHA and track public behavioral health funding. Oversee HIPAA compliance, including designation of HIPAA Security and Privacy Officers, policy enforcement, training, and procedural compliance. Planning & Policy Direction Develop and negotiate policy positions aligned with BHA priorities. Ensure compliance with applicable laws and regulations. Consult with Governor’s staff and state/federal agencies on procedural matters. Implement business strategies that align with short‑ and long‑term objectives. Support the budgeting and technical resource planning processes. Technology and Data Management Oversee the design and deployment of statewide digital services aligned with BHA objectives. Drive the production of actionable data insights through analytics and evaluation. Implement data governance principles to ensure data quality and accessibility. Maintain critical data infrastructure and monitor system performance. Represent BHA in high‑level negotiations and initiatives to shape statewide health technology policy. Minimum Qualifications 10 years of progressive experience in budgeting, finance, or technology, culminating in senior‑level management of a complex organization. At least 2 years of public or business administration experience, including establishing organizational structure, developing strategic work plans, budget development, and fostering a team environment. Preferred Qualifications Executive leadership experience managing diverse operational functions. Experience supervising seasoned staff in human services programs. Strong relationship‑building and communication skills with executive and technical teams. Knowledge of fiscal planning, budgeting, and reporting. Executive‑level knowledge of technology and data infrastructure and data governance. Project management skills and familiarity with Agile or similar methodologies. Transformational mindset focused on process improvement and operational efficiency. Conditions of Employment Standard background and reference checks. Valid Colorado driver’s license or U.S. driver’s license; out‑of‑state license holders must obtain a Colorado license within 30 days of start date. Travel may be required, sometimes multi‑day.
