BUILDING MANAGEMENT SPECIALIST

Job Summary This position is located in the Facility Management Division (FMD) of the Department of General Services (DGS). The Facility Management Division is responsible for the oversight of the safety, maintenance and repair of District owned properties, including schools, mixed use facilities parks and recreational facilities, fire and police stations as well as District office buildings and facilities. This position will serve as the assistant to an Area Manager responsible for the day-to-day operations of a group of buildings/facilities within a designated service area totaling approximately one million square feet of space. The incumbent implements the facility management and building operations maintenance, repair, renovation and improvement program for several District Government owned and leased building/facilities and their adjacent grounds. Duties and Responsibilities Coordinates and monitors the operations and maintenance activities performed in District-owned and leased buildings and facilities, ensuring that building systems, grounds, and related services meet established operational standards. Reviews and interprets new or revised policies, directives, and procedures; advises the supervisor and operational staff on their impact on daily work, long-range plans, major projects, and internal management or operational processes. Coordinates work activities across assigned facilities by reviewing schedules, project proposals, and cost considerations; ensures adherence to established procedures, avoidance of duplication, and timely completion of assigned tasks. Investigates discrepancies, service issues, and customer complaints; prepares reports of findings and recommends corrective actions. Conducts ongoing inspections of buildings and leased spaces to verify that work performed by trade staff and contractors conforms to specifications, safety requirements, and work orders. Reviews supply and material requests to ensure appropriate inventory levels for daily operations; evaluates recommendations for the survey, replacement, or upgrade of obsolete or inefficient building equipment. Maintains and updates reporting systems to provide accurate and timely information to the supervisor regarding operational issues, facility conditions, and other sensitive matters. Participates in the continuous review of building services to assess effectiveness, identify improvement needs, and support achievement of the facilities program' objectives and broader District Government goals.
