Executive Director

Summary:
Under the general direction of Board of Commissioners, the Executive Director - Housing is responsible for the overall leadership, administration, and management of the Yerington Paiute Tribe Housing Department. This position oversees all housing programs and operations to ensure compliance with applicable Tribal, Federal, and State laws, while advancing safe, affordable, and sustainable housing opportunities for Tribal members.

The Executive Director ensures effective program delivery, fiscal accountability, regulatory compliance, reporting and strategic development of housing initiatives in alignment with Tribal priorities and community needs.

Responsibilities:
  • Responsible for developing meeting agendas in collaboration with the BOC Chairman and providing direct reporting and coordination with the Board of Commissioners (BOC).
  • Provides executive leadership and oversight of all Housing Department operations, including administration, tenant selection, property management, construction, modernization, rehabilitation, maintenance, rental assistance, homeownership programs, and resident services.
  • Plans, directs, and coordinates housing programs in compliance with the Native American Housing Assistance and Self-Determination Act (NAHASDA), Indian Housing Plan (IHP), and other applicable funding sources.
  • Ensure program goals, objectives, deliverables including reporting are achieved within established timelines, budgets, and regulatory requirements.
  • Oversee Housing Department staff, including recruitment, supervision, disciplinary actions, performance evaluations, and professional development in accordance with Personnel Policies.
  • Establishes performance expectations and ensures accountability to maintain efficient, effective, and culturally responsive services.
  • Provides oversight of procurement and contract administration, including bid processes, contractor selection, construction oversight, and compliance with procurement policies and applicable laws.
  • Ensures all contractors, vendors, and subcontractors comply with the Yerington Paiute Tribe Tax Ordinance, including applicable taxation requirements, reporting obligations, and coordination with Tribal Finance.
  • Ensures full compliance with Tribal Employment Rights Office (TERO) requirements, including enforcement of Indian preference, certification requirements, fee compliance, workforce participation goals, and coordination with TERO for all applicable housing-related projects and contracts.
  • Monitors construction, modernization, and rehabilitation projects to ensure quality control, budget adherence, and timely completion, including compliance with Tribal tax and TERO requirements.
  • Ensures sound fiscal management practices, including budget development and oversight, internal controls, audit coordination, and compliance with Generally Accepted Accounting Principles (GAAP).
  • Oversee tenant and homebuyer accounts, receivables, and financial reporting to ensure program integrity and accountability.
  • Develops, implements, and enforces Housing Department policies and procedures in alignment with Tribal governance and applicable regulations.
  • Prepares and oversees required reporting, including the Indian Housing Plan (IHP) and Annual Performance Report (APR), ensuring accuracy and timely submission.
  • Prepare and present reports to the Board of Commissioners (BOC), including the development and submission of comprehensive monthly reports outlining departmental activities, performance metrics, operational updates, and key initiatives.
  • Identifies and develops new housing opportunities through grant development, strategic planning, and partnerships to expand housing services and funding sources.
  • Directs and coordinates the conveyance of Mutual Help units and supports pathways to homeownership for eligible participants.
  • Represents the Housing Department in meetings with Tribal Council, funding agencies, TERO, Finance, and external partners.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities:
  • Proficiency in Microsoft Office and relevant housing or financial management systems.
  • Extensive knowledge of NAHASDA, Indian Housing Block Grant (IHBG), and HUD regulations.
  • Knowledge of Tribal housing program operations, including rental housing, homeownership, rehabilitation, construction, and resident services.
  • Experience developing and managing Indian Housing Plans (IHP) and Annual Performance Reports (APR).
  • Knowledge of eligibility requirements, income verification, and federal compliance standards.
  • Strong understanding of financial management, budgeting, internal controls, and audit processes.
  • Knowledge of procurement and contract administration within a Tribal or public sector environment.
  • Knowledge of Tribal Tax Ordinances and compliance requirements related to contractors, vendors, and subcontractors.
  • Knowledge of Tribal Employment Rights Office (TERO) requirements, including Indian preference, contractor compliance, and workforce participation standards.
  • Familiarity with housing development and financing programs, including HUD Section 184, Title VI, USDA Rural Development, Veterans Administration programs, and other funding opportunities.
  • Strong leadership, organizational, and project management skills.
  • Ability to analyze complex issues, develop solutions, and implement strategic initiatives.
  • Excellent written and verbal communication skills, with the ability to effectively engage Tribal leadership, staff, and community members.
  • Proficiency in Microsoft Office and relevant housing or financial management systems.
Qualifications:
  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Finance, Planning, or a related field.
  • Three (3) to five (5) years of progressively responsible management experience in Tribal housing, Indian Country, or a Public Housing Authority.
  • Or an equivalent combination of education, housing certifications, and experience, including at least three (3) to five (5) years of supervisory experience managing Tribal or public housing programs.
  • Must be bondable.
  • Must be able to acquire 30-hour OSHA.
  • Must successfully pass a background check.
  • Must successfully pass a pre-employment drug test.
  • Must possess or obtain a valid NV driver's license
  • Must provide a NV driver's history report
  • Must be insurable under YPTHA Insurance Policy.
