Economic Vitality Manager
The Economic Vitality Manager serves a crucial role as a key resource for local businesses in Douglas County. Serving as a liaison between businesses and the Community Development department, the role helps to guide businesses through the permit application and review process, ensuring a smooth and efficient experience. Through close collaboration with internal departments and external stakeholders, the Economic Vitality Manager helps to ensure the success of the County's goal to enhance the economy and quality of life for residents of Douglas County. Primary Objectives
Performs complex work leading initiatives that foster strong community partnerships while supporting sustainable community growth. Responsible for the implementation of the County's Economic Vitality Strategic Plan, serves as a liaison to successfully facilitate guidance through permit application and review processes. Collaborates closely with planning, building, and engineering teams to ensure economic strategies align with land use policies and community goals. Responsibilities include stakeholder engagement, promotion of investment and business expansion while preserving the County's unique character and natural resources and acting as an advocate to ensure applications move efficiently, predictably, and professionally through review processes; performing related work as apparent or assigned.

Primary Duties and Responsibilities
- Manages implementation and modification of the County's Economic Vitality Strategic Plan; coordinates and facilitates multiple special purpose work groups; coordinates, manages, and implements economic vitality and redevelopment projects and programs, including the Economic Vitality Champion Program.
- Expertly streamlines the processes of submission, review, and approval of permit applications by facilitating the coordinated permit review process, serving as a primary point of contact for developers, contractors, and internal agencies. Proactively identifies and resolves regulatory constraints and potential bottlenecks in the review cycle through effective collaboration, shepherding toward viable outcomes consistent with regulations.
- Oversees the status and progression of high-complexity permit applications, facilitates the cross-functional review process by centralizing communication through a primary contact, and ensuring a unified and predictable project timeline.
- Supervises assigned staff, including hiring, training, mentoring, evaluating performance, and providing guidance to ensure effective operations. Assigns work, sets expectations, and monitors progress to achieve department goals. Fosters a positive and productive work environment while addressing performance concerns and facilitating professional development.
- Tracks and evaluates progress of application reviews, conducts performance monitoring, implements proactive solutions, and escalates systemic issues to leadership with recommended process improvements. Designs and monitors service standards for development review timelines.
- Develops and maintains community contacts; makes informational presentations to various boards, business, community and other groups; develops strategies to inform the public on programs, services, and events; responds to inquiries providing information related to business expansion, retention, and relocation in coordination with the regional development authority; represents the County on various boards and committees.
- Develops and administers program budget; monitors expenditures and implements adjustments as necessary.
- Uses County vehicle to perform various tasks related to job duties.
- Prepares and directs the preparation of a variety of written correspondence, reports, letters, fact sheets, briefing papers, agenda materials, speeches and promotional materials and related correspondence; gathers statistics and resource materials for a variety of research projects.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
Minimum Qualifications/Certifications & Licenses
Minimum Qualifications
- Position requires a Bachelor's degree in public administration, business administration, economics, or related field and four (4) years of experience in economic development, business development, regional economic analysis, or marketing in a governmental or regulatory environment including at least two (2) years in a supervisory or management role; OR an equivalent combination of education, training and experience.

Douglas County provides benefits to full-time employees. Benefits are prorated for part-time employees working 20–29 hours per week. Part-time employees working 19 hours or less, as well as on-call employees, are not eligible for benefits.
No Nevada State income tax. Retirement – Public Employees' Retirement System of Nevada (PERS) Douglas County contributes 36.75% of an eligible regular member and 50% of an eligible Police and Fire member's salary for retirement.
Deferred Compensation Plans – Employees have the option to participate in a deferred compensation program through VOYA, which is funded by the employee.

Compensation Douglas County uses a Pay for Performance compensation system, where employees receive annual performance evaluations and may be eligible for merit-based salary increases. Qualified employees can earn up to a 3% merit increase on their anniversary date, and may also receive an annual Cost of Living Adjustment (COLA) during the first pay period of each fiscal year, based on the Consumer Price Index, up to a maximum of 5%. In addition, eligible employees who demonstrate exceptional, above-and-beyond performance may receive further compensation through the County's Recognition of Excellence Program.
