This position is limited term 12 months; may be extended up to 24 months or become permanent.

Under the direct supervision of the Supervisor of Academic Instruction or Supervisor of Vocational Instruction, and the second-line supervision of the Supervisor of Correctional Education Programs, the Television Specialist (TVS) plans, organizes, directs and performs technical and professional work in connection with the writing and production of television and video tape-recorded programs.


Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).


Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Salaries do not reflect the recent changes.

Working Conditions
About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.


The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers male camps located throughout California.

Knowledge of: Techniques of television production to create educational and training videos. Audio recording to record narration, music, live sound, and speeches. Television videography to operate professional video camera equipment. Audio-visual principles and techniques to support daily production activities and functions. Script writing to create comprehensive scripts and story boards. Television staging and lighting for institution and education video productions. Editing methods and equipment to produce a quality video production. Electronic theory to install, operate, and troubleshoot equipment. Television communication theory to facilitate equipment operation. Computer software to communicate by email, facilitate reports, inventories, research, editing, and program scheduling. Video formats (e.g., JPEG, MPEG, AVI, VOB, etc.) and aspect ratios to meet the needs of the institution. Graphics to create text for video productions. Still photography to produce pictures for videos, advertisements, publications, and presentations. Cable television system to provide services to the institution. Supervision and training of inmates to maintain safety and security of the institution. Uploading and downloading video files to facilitate timely file sharing within the department.


Ability to: Assume leadership in the planning, writing, producing, and directing of television productions to produce professional quality television/multi-media materials. Provide creativity in the planning, writing, producing, and directing of television productions to produce professional quality television/multi-media materials. Act independently in converting ideas and concepts into an effective combination of audio and visual impression on the screen to create a successful production. Develop innovative solutions to complex audio and visual communication problems to ensure effective communication. Analyze situations accurately and take effective action to ensure ongoing operations. Work effectively with people and situations requiring initiative, tact, and judgment to perform your job in a professional manner. Communicate effectively at the level required for successful job performance in a work environment. Work independently under minimal supervision due to the technical nature of the job and limited assistance from management. Multi-task effectively by prioritizing multiple responsibilities to accomplish established deadlines. Move heavy equipment (e.g., set productions, audio equipment, video equipment, etc.) to perform required duties. Adapt and learn evolving production techniques and technology to remain current with industry changes related to job performance.
