Position OverviewEmerging Tech is seeking an experienced Construction Project Manager to support capital improvement and construction activities at the Bath Veterans Affairs Medical Center (VAMC).
The Project Manager will provide leadership throughout the project lifecycle by overseeing schedule performance, budget management, quality assurance, risk mitigation, and stakeholder coordination. This role serves as a trusted advisor to the Government, ensuring projects are executed efficiently while minimizing disruption to ongoing hospital operations.
This position is contingent upon contract award. The anticipated contract includes a one-year base period with one option year.
Responsibilities- Lead development and execution of comprehensive project management plans, including schedule, communications, quality management, and risk mitigation strategies.
- Track project budgets, expenditures, and earned value metrics while reviewing contractor payment requests for accuracy and completed work.
- Evaluate proposed change orders, cost estimates, and contract modifications while providing recommendations to the Government.
- Maintain project documentation and update required reports within the VA Capital Assets management systems.
- Monitor construction schedules, identify critical path activities, evaluate schedule impacts, and recommend recovery plans when milestones are at risk.
- Document project progress, schedule variances, delays, and corrective action recommendations.
- Plan, facilitate, and document recurring project meetings with Government representatives, contractors, design teams, and key stakeholders.
- Coordinate project activities with VISN leadership, healthcare personnel, architects, engineers, commissioning teams, and construction contractors.
- Support construction inspections, testing activities, and system commissioning throughout project execution.
- Review RFIs, submittals, construction documentation, and change requests while providing technical recommendations to the Contracting Officer's Representative (COR).
- Ensure accurate maintenance of as-built documentation and support project closeout activities.
- Prepare written status reports, schedule analyses, financial updates, cost evaluations, and other project deliverables in accordance with contract requirements.
• Minimum of three (3) years of relevant construction project management experience.
• Candidates without a four-year degree may substitute an additional five (5) years of qualifying project management experience along with an active PMP or FAC-PPM certification.
• Demonstrated experience developing and managing project budgets and funding strategies.
• Experience coordinating projects within occupied facilities while minimizing operational impacts.
• Strong understanding of project planning, scheduling, quality management, and risk management principles.
• Proven ability to manage multiple priorities and successfully coordinate diverse project stakeholders.
• OSHA 30 certification (or higher) obtained within the past five (5) years.Preferred Experience
Ideal candidates will possess experience supporting one or more of the following:
• Construction or maintenance of hospital IT and low-voltage infrastructure• Electronic Health Record Modernization (EHRM) or healthcare technology implementation projects
• Design and construction of healthcare facility infrastructure, including HVAC, plumbing, electrical systems, emergency power, and specialty building systems
• Construction management within VA Medical Centers or other active healthcare environments
• Infection control practices during construction in occupied hospital settings
• Construction phasing designed to maintain uninterrupted hospital operations
• Commissioning of healthcare infrastructure and building systems
• Campus utility infrastructure, roadways, parking, and site development projects
• Knowledge of applicable construction and engineering codes, including ASHRAE, NFPA, NEC, and other industry standards
• Familiarity with VA Design Manuals, VA Specifications, and federal healthcare construction requirements is highly preferred.Preferred Certifications• Project Management Professional (PMP)
• OSHA 30 (or higher)Eligibility Requirements• Must be authorized to work in the United States.
• Must be able to successfully obtain and maintain any required federal background investigation or security requirements.
