General Purpose:

Under general supervision of the Director, Environmental Services, this role supervises Regional Managers. Directs program development and implementation to achieve business plan outcomes. Provides oversight to ensure the provision of quality technical support and compliance with contract requirements. Develops and maintains positive relationships with funders and partner organizations. Facilitates communication between other RCAC departments and Regional Managers and participates in strategic planning.

Job Duties and Responsibilities:

• Establish strategic direction and oversee overall program operations.
• Lead, plan, organize, and manage environmental programs and initiatives.
• Develop scopes of work (SOW), budgets, and manage procurement and contract processes.
• Ensure quality technical support and compliance with contract requirements.
• Provide oversight of program deliverables, including tracking progress, quality, and timely completion.
• Review and approve work plans, task orders, budgets, and staff expense allocations.
• Monitor program performance, delivery, and follow-up to ensure outcomes align with objectives.
• Assist with fundraising efforts to support program sustainability and growth.
• Pursue new initiatives and funding opportunities to advance departmental goals.
• Supervise staff and subcontractors, balancing workloads and applying policies and standards fairly.
• Facilitate coordination meetings with funders and staff to review project status and contract updates.
• Represent RCAC's mission, programs, and services to clients, funders, community leaders, policymakers, media, and regulators.
• Collaborate with internal departments and external networks to strengthen service delivery.
• Participate in and contribute to corporate and departmental strategic planning and management meetings.
• Prepare required activity and outcome reports.
• Maintain and update files, databases, and records; perform routine data analysis and reporting.
• Provide high-level customer service and stakeholder engagement.
• Perform other related duties as assigned.

Supervision Exercised:

• Manage managers and staff in field operations. Up to six direct reports
• Improve staff effectiveness by motivating, coaching, counseling, training and recommending disciplinary action for employees; plan, delegate, monitor, appraise job tasks and results in a timely manner; approve time sheets
• Oversee the supervision of personnel to include work allocation, schedules, time approval, hiring, training, orientation, and problem resolution; evaluate performance and makes recommendations for personnel actions; motivate employees to achieve peak productivity and performance
• Develop measurable performance expectations for assigned staff according to department goals and objectives

Minimum Qualifications and Necessary Requirements:

• EDUCATION: High school diploma or equivalent with qualifying experience. Bachelor's degree in environmental science or a related field preferred.
• LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy. Treatment and distribution operator required if working with water and wastewater operations.
• EXPERIENCE: Ten to twelve years of applicable experience in project and contract management, environmental policy management, personnel management, water, wastewater or solid waste facilities development, operations or planning. Commitment to rural communities, drinking water access, or health equity issues.
• Must pass a criminal background investigation prior to employment

Knowledge, Skills, and Abilities:

• Deep understanding of rural and tribal community cultures, values, and social norms.
• Expertise in government and philanthropic programs, regulations, and funding mechanisms related to water and wastewater services for rural and Indigenous communities.
• Knowledge of project management processes, including scopes of work (SOW), RFP/RFQ procedures, procurement, and contract oversight.
• Familiarity with planning and scheduling techniques, as well as grant and contract management.
• Proficient in personal computing, including cloud-based tools, Microsoft Office Suite, and video conferencing platforms.
• Skilled in facilitation, mediation, and effective meeting management.
• Strong organizational and coordination skills.
• Experienced in database and records management.
• Skilled in customer service and stakeholder engagement.
• Proficient in developing and managing budgets.
• Experienced in writing and submitting funding proposals.
• Capable of supervising, training, and evaluating staff and subcontractors.
• Able to lead program implementation and supervise teams effectively.
• Skilled in designing and delivering participant-centered trainings and workshops.
• Strong written communication skills, including composing and editing professional materials.
• Capable of making sound administrative and procedural decisions.
• Proficient in gathering data, compiling information, and preparing accurate reports.
• Able to build and maintain professional relationships across diverse social and cultural backgrounds.
• Trusted to maintain confidentiality and handle sensitive information with discretion.
• Analytical thinker with the ability to assess situations and determine appropriate actions.

Preferred Requirements:

• Advanced degree or training in a relevant field
• Project management certification
• Water and/or wastewater operator certification
• Bilingual in languages spoken in our client communities (including, but not limited to Spanish, Navajo, Yup'ik, Salish)

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.

Working Conditions:

Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Travel is required.
