Job Summary:

This position works under general supervision performing skilled work in a variety of street, storm drainage system, construction, and service activities. Work includes the skilled operation and use of light and medium-duty equipment and field tools and may oversee work of other maintenance workers.


Job Scope:

Performs skilled work in the maintenance, repair or operation of streets. Requires job-acquired skills and the use of motorized equipment. Works independently with very little supervision. Employee may oversee work of other maintenance workers and act as the Crew Leader in the absence of the regular Crew Leader.

Essential Duties and Responsibilities:

? Provides leadership, direction, training and work review to a work crew of employees or others; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work.


? Exercises technical supervision over street maintenance staff.

? Maintains records of work performed.

? Assist in training other staff and writes activity and maintenance reports, records data.

? Constructs, repairs, maintains, and cleans streets, curbs, storm sewers and catch basins.

? Inspects assigned areas; corrects or reports safety hazards.

? Breaks and removes surfaces; installs and repairs sidewalks, curbs, gutters and fences; digs, shovels, hauls, loads and unloads materials; operates a variety of equipment including jack hammers, pavement breakers and other hand and power tools; rolls and irons asphalt; identifies and responds to street maintenance problems; operates trucks and other construction vehicles and equipment; oversees the installation and maintenance of City street and traffic signs, road markings, striping and delineators; paints street lines and crosswalks; prepares reports and forms including time records, equipment records and work orders.

? Operates and maintains a variety of hand and power tools and equipment, including hand and power mowers, tractors, spreaders, blowers, weed eaters, chainsaws, rakes, shovels, hoes, brooms and other tools; operates trucks, trailers and tractors with attachments.


? Observes safe work methods and uses safety equipment; secures worksites from safety hazards as necessary; attends safety meetings. Ensures that safety apparel is worn at all times and that safety rules and practices are observed in the performance of duties.

? Responds to questions and complaints from the public; carries out assignments in a non-disruptive manner.


? Responds to emergency call-backs as required.

? Ensures adherence to proper operating and safety procedures according to City regulations in the performance of all job duties.

? Operates a variety of equipment including trucks, snow plows, hand tools, power tools, lawn equipment, electronic test meters, pumps, and various other vehicles and equipment.

? Participates in housekeeping duties, grounds and building maintenance; performs troubleshooting, repair and replacement duties for mechanical and minor electrical breakdown;

? Estimates the supplies, materials, equipment and labor necessary to complete a work assignment; accurately reports supplies and materials used on each project.

? Operates concrete cutting and breaking equipment; operates a jackhammer; places and finishes concrete; constructs concrete forms and performs other rough carpentry work.

? Installs and maintains guardrails, dead end streets and bridges; fabricates and installs barricades as required.

? Oversees activities involved in patching and repairing all types of street failures; oversees and assists in crack sealing activities.

? Removes snow from streets and other areas with snow plow.

? Performs other related duties and assists other Public Works divisions as required.

Education, Certification and Experience Requirements:

High school diploma or GED. At least three years of experience performing maintenance duties comparable to those of a Maintenance Worker in the City of Gardner, Kansas and in the area of specialty. Associates or technical degree in a maintenance field may be substituted for two years of experience. Requires the possession of a valid Commercial Driver's License (CDL) and a good driving record.

Skills, Knowledge and Abilities:

Knowledge of maintenance and construction methods or procedures, streets, alleys, curbing, or sidewalks, etc. Good knowledge of the operations, maintenance, adaptability and limitations of the equipment used. Ability to make minor repairs of equipment used in the field. Ability to work overtime when required. Ability to follow oral or written instructions. Ability to perform physical labor in varied climatic and work situations. Ability to establish and maintain an effective working relationship with superiors, other employees and the general public contacted in the course of the work.


Tools and Equipment Used:

Pick-up trucks, back hoe, high-loader, dump trucks, snow plow, skid loader, asphalt machine, oiler, roller, track loader, motor grader, street sweeper, and other related equipment.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee must be capable to negotiate rough terrain on foot to access maintenance problems. In accordance with Department of Labor guidelines this position must be capable of occasionally lifting 50-100 pounds in confined space during execution of duties. Must be capable of exerting 25-50 pounds frequently and 10-20 pounds constantly. Must be capable to operate a variety of motorized equipment. Requires mobility to complete errands, flexibility of body, manual dexterity and hand/eye coordination adequate to use equipment as assigned. Must be able to safely work at heights well above ground level.

While performing the duties of this job, this position functions primarily on a job site. Manual labor is required. Adverse weather conditions including prolonged exposure to temperature and precipitation extremes are a factor, as is exposure to fuels, exhaust, chemicals and hazardous implements and equipment.
