Position Details Job Title: Subcontract Administrator Location: Arnold AFB, TN Position Type: Regular, Full Time Pay Type: Exempt Grade: A07 (BA0709) Salary Range: $66,000 - $91,000 / year Beyond New Horizons LLC (BNH) offers an opportunity for a Subcontract Administrator supporting TOS II at Arnold AFB, TN. The role will be part of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts. Open to internal and external candidates. Job Summary The successful candidate will report to the Subcontracts Manager and will award purchase orders and subcontracts for materials and services as required to support operations at AEDC. Job Duties Gather and compile data essential to the formation and administration of subcontracts. Perform bidder prequalification, bid solicitation, bid analysis, negotiation, and award of subcontracts (including engineered material/equipment installation) and other subcontract platforms, such as master and basic ordering agreements. Review scope requirements prepared by the requisitioning organization. Administer subcontracts, including but not limited to change management, invoicing, performance monitoring, interface with internal technical representative, and close‑out; communicate with subcontractors to achieve required services and meet project needs; perform reviews of labor requirements (such as Service Contract Act & Davis‑Bacon), monitor subcontract performance, and resolve invoices and non‑conformances. Conduct investigations and inquiries into specific subcontract problems and provide assistance in claims research. Maintain working relationships with project subcontract personnel and project discipline personnel to perform assigned duties. Maintain working relationships with subcontractors involved with the performance of assigned tasks. Prepare, maintain, and monitor project bidder’s lists, ensuring input is received from all acquisitions functions and other operational groups. Form, issue, administer, and close out subcontracts (including blanket orders); communicate with subcontractors to achieve required service, meet project needs, and resolve discrepancies. Direct negotiations in the commitment of subcontracts, following review and approval of the proposed negotiating plan by the designated supervisor. Monitor requirements associated with the Service Contract Act, Davis Bacon Act, and risk and liability. Adhere to company issued PPE requirements in accordance with supervisory direction and company policy. Perform other related duties as required. Basic Qualifications Bachelor’s degree from an accredited university in Business Management or related discipline. 2 years of purchasing/subcontract experience. In lieu of a degree, 6 years of purchasing/subcontracts experience. Must be able to obtain and maintain a security clearance. Current U.S. Citizen. Preferred Qualifications Basic understanding of the Federal Acquisition Regulation. Proficiency and experience in the formation and administration of subcontracts. Proficiency in all phases of subcontracts, including knowledge of and skill in communicating effectively with suppliers/subcontractors, bidder prequalification, preparation of bidders lists, compilation of bid requests, knowledge of applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments. Proficiency in the administration of commitments, monitoring subcontractor performance, associated labor laws, and the resolution of claims and disputes.
