- Serves as a recognized authority for local, interagency, national and international networking, referraland consultation on military engineering library issues.
- Incumbent is the librarian in charge of Headquarters Corps of Engineers Library, which serves as a backup source, and increasingly, as a primary source of information for a majority of the over 40 libraries in the Corps of Engineers library program.
- Plans and implements cooperative programs and projects with senior level Federal libraries to achieve common goals, institute networks and programs that will be mutually beneficial to the Corps of Engineers and the Nation as a whole.
- Establishes and implements policies and procedures, including an effective marketing plan.
- Makes final decisions on all acquisitions of materials in all formats for the library collection to meet users needs for dissemination, reference, and archival research.
- Supervises from five to seven professional librarians, two or more library technicians, volunteers, and at times three student workers.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) or business travel may be required 25% of the time.
