Rental Registration Coordinator

The primary responsibilities for the job are to facilitate the City's Rental Registration and Inspection Program including coordination and implementation of the registration process, education and outreach to landlords, tenants and community partners, and coordination with other City departments. Serves as primary point of contact with vendor managing online registration and troubleshoots any landlord and tenant complaints. This is a full-time, regular, non-exempt position. The schedule for this position is M-F, 8am to 5pm. At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations. At the City of Vancouver we are committed to paying our employees fairly, equitably, and competitively. City salaries are structured so that the midpoint of the salary range approximates the amount typically paid for the job in this geographic area. Candidates with experience supporting their ability to come in and hit the ground running may receive a starting salary around the midpoint of the listed salary range. Actual salary at offer is influenced by a host of factors, including a candidate's relevant experience, education, licensure and certifications. The higher end of the listed pay range indicates the salary growth potential of the position. First review of applications on May 5, 2026. Job Details Essential Functions: * Research, identify and evaluate program operational requirements, external records and data congruency and necessary program resources. Oversee coordination of registration, inspection, certification, education, compliance, reporting and enforcement. Review and recommend appeals, exemptions and penalties in accordance with VMC 5.08. * Monitor program for compliance with local and state regulations, including compliance of property owners. Recommend fees, late payments, and penalties according to the adopted fee schedule, Vancouver Municipal Code, policies, or procedures. Prepare required reporting. * Review required property documentation and provide notices and educational information to property owners/landlords. Coordinate with City departments and private inspectors as needed related to compliance with applicable codes and ordinances. Identify and address rental units not in compliance. * Effectively communicate with internal and external stakeholders regarding registration and inspection. Provide notices and educational information to property owners/landlords. Develop staff reports and presentations for senior leadership and City Council. Assist with scheduling and providing information for stakeholder and public meetings. Develop and maintain constructive relationships with community partners. Coordinate with other City departments and public agencies on projects, conduct meetings, prepare agendas, and summarize discussions. Respond to inquiries to support relevant projects, programs, and initiatives. Participate in community, advisory, and Council meetings as needed. * Make recommendations on administrative or operational policies, procedures and systems, and develop applicable written documentation and materials. Create, implement, and present education and outreach efforts to encourage and support voluntary compliance with registration and inspection requirements, including graphic and written materials to be used in presentations to community interest groups, property owners, property management agencies, tenants, as well as City staff, Boards/Commissions, and City Council. * Manage data and maintain accurate records for planning, funding, monitoring, and reporting. * Develop recommendations, staff reports, and briefing papers on registration and inspection planning and initiatives to City Council, city leadership, other departments, agency partners and the public. Serve as staff liaison and/or participant at meetings, trainings, and events related to rental housing registration and inspection measures. * Perform other duties and responsibilities as assigned. Qualifications Experience and Education Experience: * Three (3) years * Related experience in program administration with high public contact, including planning, developing and implementing program policy and procedure and establishing standards for administrative functions required. * Municipal or other public sector experience preferred. Education: * Bachelor's Degree in public policy/administration, community development, or a related field. * Equivalent combinations of education and experience may be considered. Computer Skills * Advanced ability to use databases, spreadsheets and online data for program and contract monitoring and property information research. Ability to create tables, graphs, and presentations. * Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint, and Teams Knowledge * Principles and practices of effective and equitable public involvement and engagement * Principles and practices of project management including monitoring for compliance * Pertinent federal, state and local laws that pertain to rental housing and inspection * Culturally responsive communication and collaboration with historically underserved and marginalized communities * Modern office procedures, methods and computer equipment * Use of personal computers and basic software * Budgeting, planning and reporting for public funding Abilities * Administrative proficiency: well-organized, detail-oriented, goal-driven, confirmed ability to prioritize and manage projects and meet deadlines * Research, prepare and write technical documents and administrative reports * Facilitate meetings for project teams and individuals * Utilize databases for program monitoring and research * Apply values and principles of equity and inclusion in all aspects of work and interactions with public and staff * Identify and address barriers in housing through data analysis, policy review, and stakeholder engagement * Communicate data and technical information clearly and concisely in multiple formats * Monitor short-term and long-term compliance * Read and interpret plans and policy documents * Interpret and apply pertinent federal, state and local laws, codes and regulations * Attend periodic off-site meetings and work occasional evenings * Work independently in the absence of supervision * Communicate clearly and concisely, both orally and in writing * Operate a personal computer and appropriate software * Work in a manner consistent with the City of Vancouver's Operating Principles * Work and act as a team player in all interactions with other City employees * Always provide a high level of customer service * Develop and maintain collaborative and respectful working relationships with team members and others * Consistently provide quality service * Maintain regular and dependable attendance * Demonstrate a commitment to valuing differences among people and to being inclusive. * Show the utmost respect for others, and act as a team player. * Promote safety as a guiding principle and a regular practice in accomplishing work by focusing on safe practices and complying with safety and health policies and procedures. * Recognize unsafe conditions which may be hazardous to an employee or to the public. * Works in safe and responsible manner; not putting self or others at risk.
