Position Overview The Regulatory Affairs Supervisor is responsible for overseeing and directing the Regulatory Affairs staff for maintaining compliance with all regulation pertaining to the Safe Drinking Water Act and the Clean Water Act for the MDS-operated public water systems, wastewater treatment facilities, and collection systems. This role will provide technical assistance to all MDS departments as needed. Reporting Structure Reports to: Susan Young, Assistant VP of Regulatory Affairs Supervises: Regulatory Affairs Administrative Assistants, Regulatory Affairs Coordinators, Lead and Copper Coordinator, and Regulatory Affairs Interns Responsibilities Oversees the bacteriological required sampling program as required under the Total Coliform Rule and works closely with contract laboratories to maintain compliance with this rule. Performs regulatory compliance inspections to ensure that MDS-operated facilities meet technical and regulatory standards. Oversees the scheduling, attendance, and follow-up of all Texas Commission on Environmental Quality (TCEQ) compliance inspections. Gathers data, complies information, and produces required reports for federal, state and local agencies in a timely manner. Designs and implements training to enhance and insure knowledge of technical and regulatory compliance requirements. Provides data and/or reports useful in answering request for Proposals and Requests for Qualifications. Travels to any MDS location, determined by department manager, to assist with technical and operational support. Provides assistance to other departments and with critical company projects, as determined by department manager. Assist and represents company at conferences and trade shows as necessary. Staff Supervision and Work Direction Provide day-to-day supervision and guidance to the Regulatory Affairs Interns Assign tasks, set priorities, and ensure deadlines are met Review work products for accuracy, completeness, and regulatory compliance Train and mentor staff on regulatory requirements, internal procedures, and compliance software Participate in performance evaluations and support employee development Knowledge, Skills, And Abilities Bachelor's degree in biological science, environmental sciences or related field. Three to five years of water and wastewater of directly related experience. Water and waste operator certification by Texas Commission on Environmental Quality not required, but preferred. Ability to interpret regulatory requirements and translate them into operational procedures Work requires analytical ability and inductive reasoning to adapt policies, procedures and methods to unusual or complex situations. Strong attention to detail and quality assurance skills Effective written and verbal communication skills Ability to supervise staff and manage multiple compliance timelines Proficiency in Microsoft Office applications Ability to learn and oversee use of regulatory compliance software Work is primarily sedentary; duties require lifting objects such as files, books, supplies, etc. duties also require driving a car to field facilities (water wells, sewage treatment plants). Equipment used includes: personal computer; vehicle; laboratory equipment; general office equipment as needed.
