Client is seeking a highly experienced Senior Program Manager to lead and manage its PeopleSoft HCM resource team, including UX/UI Lead, Payroll Functional SME, and Time & Labor Functional SME. The candidate will oversee team performance, project delivery, resource allocation, and stakeholder coordination across PeopleSoft HCM initiatives.

Client maintains a multi-disciplinary team of PeopleSoft HCM specialists supporting the District's Core HR, Payroll, Time & Labor systems, and related digital modernization initiatives.

Client is looking for an experienced Senior Program Manager to lead this team, ensure consistent delivery standards across engagements, and serve as the primary point of coordination and escalation between Client leadership, DCHR, and the PeopleSoft resource team.

Responsibilities:

• Provide day-to-day management, mentorship, and performance oversight for the PeopleSoft resource team, including UX/UI Lead, Payroll Functional SME, Time & Labor Functional SME, and other assigned PeopleSoft staff.

• Serve as the primary escalation point between Client leadership, DCHR, and the PeopleSoft team for scope, priorities, and delivery-related issues.

• Coordinate cross-functional activities across PeopleSoft HCM modules, including Core HR, Payroll for North America, Time & Labor, and Benefits Administration, to align priorities and maintain consistent delivery standards.

• Oversee planning, scheduling, and resource allocation across concurrent PeopleSoft initiatives, including digital hiring UX/UI modernization efforts.

• Track team performance against SLAs/KPIs and drive continuous improvement of PeopleSoft support and delivery processes.

• Facilitate regular status reporting to OCTO stakeholders regarding program health, risks, milestones, and overall delivery progress across PeopleSoft engagements.

• Support requirements gathering, functional design reviews, and change management oversight across PeopleSoft HCM projects.

• Manage staffing requirements, onboarding, and succession planning for the PeopleSoft team in coordination with CAI account management.

• Lead and manage multiple technical and functional resources while ensuring project deliverables meet established standards and procedures.

• Coordinate with client leadership, technical teams, vendors, and other stakeholders to ensure successful program execution.

• Oversee PeopleSoft HCM technical modernization initiatives, ensuring alignment with organizational objectives and business requirements.

• Ensure effective communication, issue resolution, and coordination across all assigned PeopleSoft engagements.

CONTRACT JOB DESCRIPTION

Responsibilities:

1. Formulates and defines program scope, objectives, and priorities based on business needs and a thorough understanding of PeopleSoft HCM systems and organizational requirements.
   
   
2. Provides program-level leadership and oversight for PeopleSoft HCM initiatives, including Core HR, Payroll for North America, Time & Labor, and Benefits Administration.
   
   
3. Manages cross-functional technical and functional teams, ensuring successful project execution, resource utilization, performance management, and delivery of program objectives.
   
   
4. Oversees PeopleSoft Update Manager (PUM) deployments, Oracle Cloud Infrastructure, Oracle database management, user interface modernization, third-party identity provider implementations, and data visualization system integrations.
   
   
5. Provides consultation and leadership across complex IT programs while ensuring compliance with established standards, procedures, and DOJ Section 508 accessibility requirements.
   
   

Minimum Education/Certification Requirements:

Bachelor’s degree in Information Technology, Business, or a related field, or equivalent experience.

A current Project Management Professional (PMP) certification is preferred.

• 16+ years of IT program/project management experience, including managing multi-person technical teams. Required 16 Years

• 10+ years of stakeholder management and executive-level status reporting experience. Required 10 Years

• 16+ years of UX/UI project oversight experience, particularly with PeopleSoft-based systems. Required 16 Years
