Project Manager Hartford, CT (Remote) 24 Months ContractThe Client is launching its first enterprise-level Grants Management Solution, a high-profile initiative that will standardize and modernize the way state agencies administer grants. Today, approximately 25+ agencies administer over 4,400 grants that are managed through disparate processes, tools, and technologies. This project will consolidate those efforts into a single unified software solution with an initial roll-out to 10 state agencies. This exciting initiative is in its early stages and offers a unique opportunity for a Project Manager to lead this enterprise technology initiative. The Project Manager will manage all aspects of the project from initiation to closure and lead a cross-functional team of agency stakeholders, business users, IT professionals, and vendor partners. The ideal candidate will have a strong background in public sector project delivery, enterprise systems implementation, and vendor management. This role requires exceptional stakeholder engagement, change management, and strategic coordination to ensure successful implementation and adoption of the new solution across state agencies.Key ResponsibilitiesLead full life cycle project management for the grants management system implementationLead the development of a governance plan and framework for managing enterprise-wide changesLead the development of a repeatable implementation playbook for new agencies to onboard onto the grants enterprise level management systemDefine and manage project scope, objectives, and deliverablesDevelop and manage project plans, schedules, and timelinesProvide regular reporting on project status, risks, and milestones to executive leadershipCoordinate and manage stakeholder relationships and communication across state agenciesManage internal project team resources and external vendor teams, ensuring alignment with Statements of Work (SOW)Identify, manage, and mitigate risks and issuesDrive change management and communication strategies to support user adoptionOrganize and facilitate meetings, ensuring effective collaboration and communicationRequired Experience10+ years of Project Management experience, managing large-scale, high-visibility technology projectsDemonstrated success leading enterprise software implementations, managing diverse stakeholder groups and change managementProven experience with vendor managementExperience in the public sector or with government agencies highly preferredUnderstanding of grants administration process highly preferredRequired SkillsOutstanding verbal and written communication with the ability to synthesize and present complex information clearlyStrong presentation and executive reporting skillsProven leadership, with experience managing and holding cross-functional teams accountableComfort in navigating a matrixed environment to drive progress and decision-makingStrong initiative and problem-solving, finding innovative solutions to move projects forwardSound judgement in dealing effectively and diplomatically with all levels of government staffProficiency in various project management methodologies (Agile, Waterfall, etc.)Expertise in Microsoft Office Suite, PPM tools (Monday.com, etc.), JIRA, and ConfluencePreferred QualificationsFamiliarity with public sector grants workflows, systems, or program administrationPMP (Project Management Professional) certificationBachelor's or Master's degree in business or related field
