General Statement Of Job This position plays an active role in creating positive, welcoming recreational experiences for the community. The employee organizes, leads, and promotes athletic programs and special events at facilities such as shuffleboard and skating venues, ball fields, and field houses. Working under general supervision, the individual helps ensure programs run smoothly, participants feel supported, and events are enjoyable and well-coordinated. The role also includes guiding and supporting part-time program staff, fostering teamwork, and maintaining a safe, inclusive environment for all participants. Essential Functions Builds positive relationships with participants, families, staff, and community partners to create a welcoming and inclusive recreational environment. Plans, organizes, and leads athletic programs and special events that are engaging, safe, and responsive to the interests and needs of the community. Actively supports participants during programs and events, ensuring they feel encouraged, informed, and included. Promotes programs and special events through outreach and communication efforts that increase awareness and community involvement. Coordinates schedules, facility use, equipment, and event logistics to ensure smooth, enjoyable experiences for all attendees. Supervises, mentors, and provides guidance to part‑time program staff, fostering teamwork, accountability, and professional growth. Monitors activities and facilities to maintain safety standards and address concerns promptly and respectfully. Responds to questions, concerns, and unexpected situations in a calm, solution-focused manner that prioritizes customer service. Assists with evaluating programs and gathering participant feedback to continuously improve services and community satisfaction. Supports overall facility operations by collaborating with colleagues and contributing to a positive, team-oriented work environment. Related Tasks Greets participants and visitors, providing helpful information and creating a friendly, customer-focused atmosphere. Assists with program registration, recordkeeping, and basic reporting to ensure accurate communication and smooth operations. Helps prepare facilities for programs and events, including setting up and breaking down equipment to ensure safe and organized spaces. Communicates program updates, schedule changes, and event details clearly and promptly to participants and staff. Provides on-site support during activities and events to address questions, resolve minor concerns, and enhance the participant experience. Assists with training new or part-time staff by sharing procedures, expectations, and best practices. Monitors equipment and supplies, reporting maintenance needs or safety concerns to appropriate personnel. Supports promotional efforts by distributing materials, engaging with the community, and encouraging participation. Participates in staff meetings and contributes ideas to improve programs, services, and team effectiveness. Performs other related duties as needed to support quality recreation services and a positive community environment. Knowledge, Skills and Abilities Principles, practices, and techniques of organizing, directing, and promoting recreational and athletic programs. Rules, regulations, and safety standards for recreational activities, leagues, and events. Facility operations, including scheduling, maintenance, and equipment usage. Basic administrative procedures, recordkeeping, and reporting practices. Customer service and public relations principles as applied to recreational programs. Principles of supervision, training, and evaluation of part-time staff and volunteers. Safe recreation practices and ability to promote and enforce safety standards among staff and participants. Skilled In Planning, organizing, and coordinating athletic programs, leagues, and special events. Promoting programs and events effectively to the community. Supervising, training, and motivating part-time staff and volunteers. Using standard office equipment and software for scheduling, reporting, and communication. Communicating clearly and effectively with participants, staff, and the public. Operating basic recreational equipment and ensuring proper setup and maintenance. Ability To Develop, implement, and evaluate recreational programs and special events. Lead, supervise, or provide guidance to part-time or seasonal program staff. Maintain a safe, organized, and welcoming environment for participants and staff. Respond appropriately to emergencies and resolve conflicts or participant concerns. Work independently under general supervision while managing multiple tasks. Establish and maintain effective working relationships with coworkers, supervisors, participants, and the community. Maintain accurate records, prepare reports, and track program participation and outcomes. Adapt to changing schedules, program demands, and participant needs. Create an inclusive, welcoming, and supportive environment for participants of all ages and abilities. Minimum And Preferred Qualifications Any combination of education and experience equivalent to graduation from an accredited community college with major course work in recreation, physical education or related field. Experience working in recreational programs, sports, or community events, including supporting participants and ensuring positive experiences. Basic understanding of recreational facility operations, program management, or event coordination. PREFERRED QUALIFICATIONS Associate’s degree or coursework in recreation, sports management, physical education, event planning, or a related field. Experience organizing or leading athletic programs or community events. Experience supervising or mentoring part-time or volunteer staff. Special Requirements Possession of a valid State of Florida Class "E" driver's license with no more than six points in a three year period. Must be available to be on call 7 days a week, 24 hours a day. Occasionally operating machinery and/or power tools. Occasionally operating motor vehicles or heavy equipment. Continuously assessing the accuracy, neatness and thoroughness of the work assigned. Continuously ability to observe details accurately and identify variances. Occasionally lift/carry objects 50 pounds or less. Occasionally push/pull objects 165 pounds or less. Continuously working in a normal office environment with few physical discomforts. Occasionally working in an area that is somewhat uncomfortable due to drafts, noise, temperature variation or the like. Occasionally working in an area that is very uncomfortable due to extreme temperature, noise levels, or other environmental conditions. Occasionally working in an outdoor area where exposure to animals, reptiles and/or insects may occur. Occasionally working with equipment or performing procedures where carelessness would probably result in minor cuts, bruises or muscle pulls. Continuously regular in office attendance. Essential Employee Designation When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, any employee may be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Benefits Summary Full‑Time Non-Bargaining Employees ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service and may be used after six months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. Years of Service Accrual: 0 to 5 full years 8 hours per month 5 to 10 full years 10 hours per month 10 to 15 full years 12 hours per month 15 full years and over 14 hours per month CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year. SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows: Years of Service Percentage: Less than 2 full years 0% 2 to 5 full years 10% 5 to 10 full years 20% 10 full years or more 30% Retirement (normal, early or disability) 50% HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) – Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan. CONTINUOUS SERVICE BENEFIT: As of December 1, each year – Paid during the month of December. Years of Service Benefit: 5 to 10 full years $600 annually 10 to 15 full years $800 annually 15 full years and over $1,000 annually RETIREMENT PLANS: The two pension/retirement options are listed below: An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven percent of the annual base wages annually. The vesting period for this plan shall be one year from date of hire in the classified service, which coincides with your one-year probationary period. An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three‑quarters percent employee contribution. The two options will be fully explained prior to an irrevocable selection. Optional: 457 Deferred Compensation Savings Plan is available. HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October1, to all 8 hour per day employees. Employees hired between October1 and March31 shall receive 3 floating holidays. Employees hired between April1 and September30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10‑hour days receive 10, 10-hour paid holidays but do not receive floating holidays. FUNERAL LEAVE: Up to 3 workdays – In State; Up to 5 workdays – Out of State TUITION REIMBURSEMENT: Full‑time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds. MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year. EAP: Employees, spouses, and eligible dependents have access to five face‑to‑face sessions with a counselor through Cigna's Employee Assistance Program (EAP).
