Site Safety & Health Officer (SSHO) / Quality Control Manager (QCM) Location: Mechanicsburg, PA Duration: 8 Months (Start: 8/31/2026) Type: 1099 Contractor Compensation & Schedule Pay Rate: $59/hr Per Diem: $125/Day (7 Days Per Week) Pay Frequency: Weekly Schedule: M - F | 0700 - 1500 | 40hrs/week Additional hours, weekend work, or up to seven days per week may be required based on project needs. Candidates must be approved for federal base access by August 21, 2026. Why This Opportunity? Serve as the designated SSHO/QCM on a NAVFAC renovation project scheduled through February 2027. This combined leadership role is responsible for administering the project's safety and quality control programs while overseeing multiple construction trades and ensuring compliance with contract requirements, EM 385-1-1, OSHA standards, and NAVFAC quality control procedures. This is an excellent opportunity for an experienced federal construction professional who can manage both field safety and quality control responsibilities while coordinating directly with Government representatives, project leadership, subcontractors, and craft personnel. Required Qualifications Current OSHA 30 Construction Certification Current EM 385-1-1 Training Current USACE Construction Quality Management for Contractors Certification (CQM-C/CQCM) Minimum 10 years of construction experience Minimum 5 years serving as a Site Safety & Health Officer (SSHO) Previous experience supporting NAVFAC, USACE, Department of Defense, or comparable federal construction projects Strong knowledge of EM 385-1-1, OSHA regulations, and federal construction safety requirements Experience developing, administering, and enforcing Accident Prevention Plans Experience conducting safety inspections, audits, Activity Hazard Analysis reviews, and subcontractor oversight Experience managing federal quality control documentation, inspections, testing, submittals, and corrective actions Ability to work second shift and additional days as project requirements dictate Ability to obtain and maintain required federal base access Preferred Qualifications Previous combined SSHO and Quality Control Manager experience NAVFAC renovation project experience Experience supporting occupied federal or military facilities Experience working directly with Government representatives Current First Aid/CPR/AED Certification Experience overseeing multi-trade interior renovation projects Project Scope Project work includes oversight of: Interior demolition activities Structural and miscellaneous steel modifications Concrete and masonry repairs Carpentry, framing, drywall, and interior finishes Doors, frames, and hardware installation Painting and coating operations Mechanical and HVAC system installation and modification Electrical systems, power distribution, lighting, and controls Fire alarm and low-voltage systems Plumbing systems and associated renovations Roofing and weatherproofing activities as required Site logistics and material deliveries Subcontractor coordination Punch list, turnover, and project closeout activities What You'll Be Doing Serve as the designated SSHO and QCM throughout the project Administer the project Accident Prevention Plan and Quality Control Plan Manage the three phases of control: Preparatory, Initial, and Follow-Up Conduct daily safety inspections, site audits, field observations, and quality inspections Review and enforce Activity Hazard Analyses, permits, pre-task plans, and subcontractor safety requirements Review and track submittals, Requests for Information, testing requirements, and inspection results Lead weekly Quality Control meetings and maintain all required QC documentation Coordinate preparatory meetings, initial inspections, follow-up inspections, and required testing Monitor subcontractor compliance with EM 385-1-1, OSHA standards, contract documents, and NAVFAC requirements Identify safety and quality deficiencies and provide immediate corrective direction Track corrective actions and verify successful completion Maintain OSHA logs, incident reports, training records, EMR/DART data, and corrective action plans Coordinate directly with NAVFAC representatives, project management teams, and subcontractors Maintain daily reports, inspection records, testing documentation, meeting minutes, and contract compliance records Support incident investigations, root cause analyses, and corrective action implementation Ensure project compliance through turnover, punch list completion, and final closeout documentation Maintain a strong field presence and promote consistent safety and quality expectations across all trades Technical Knowledge Candidates should have working knowledge of: EM 385-1-1 Safety Requirements OSHA Construction Standards NAVFAC Construction Requirements USACE Construction Quality Management CQM Three-Phase Control Process Accident Prevention Plans Activity Hazard Analysis Development and Review Federal Construction Safety and Quality Documentation Submittal and RFI Tracking Testing and Inspection Coordination Preparatory, Initial, and Follow-Up Inspections Quality Deficiency and Corrective Action Management OSHA Recordkeeping and Incident Reporting Multi-Trade Renovation Construction Interior Demolition and Occupied Facility Work Mechanical, Electrical, Plumbing, and Fire Protection Systems Structural Steel, Concrete, and Masonry Work Contractor and Subcontractor Management Government Coordination and Contract Compliance Punch List, Turnover, and Project Closeout Requirements What Success Looks Like The ideal candidate is a highly organized, field-oriented federal construction professional who can effectively balance SSHO and QCM responsibilities while maintaining strong relationships with subcontractors, project leadership, and NAVFAC representatives.
