Agency Information: The Department of Agriculture, Conservation and Forestry's Land Use Planning Commission announces an Environmental Licensing Supervisor vacancy. The Land Use Planning Commission is a 9-member, citizen board that governs land use planning, permitting, and zoning in the portions of Maine that are unorganized or de-organized, areas covering ~10.4 million acres. The staff is responsible for permitting, compliance, planning, and administrative functions, operating out of five regional and central offices in Augusta.
Brief Job Description: This is a professional services position that works directly with the Permitting and Compliance Manager and as part of the division's management team to administer the Commission's permitting, compliance, and enforcement programs. Specifically, this position supervises the Environmental Licensing II and III positions. The Environmental Licensing Supervisor:
- Assists the Manager and other supervisors in administering the Commission's permitting program
- Develops, in coordination with the Manager and Director, procedural and policy changes to improve the implementation of applicable laws and rules and to improve the service provided to the public
- Assigns tasks and coordinates efforts among internal project review teams to maintain departmental operations and promote consistency across licensing teams.
- Reviews staff interpretation of Commission rules and provides guidance for consistency across all staff and service areas.
- Manages complex permitting cases and assists the Enforcement Coordinator.
- Supervises the Environmental Licensing II and III staff.
- Oversees permitting activities carried out by the regional staff who will be responsible for resolving less complex applications and ensures consistent application of the Commission's standards across regional offices, working with and training regional staff.
- Conduct public meetings and assist with rule-making proceedings. This may involve travel and evening meetings
- Responds to public inquiries and resolves problems
- Presents material to the Commission at public meetings and hearings
- Maintains regular contact with other State agencies to ensure consistency in policy, rules, and statutes.
Minimum Qualifications: Advanced education, training, and/or experience in environmental science or a related scientific field and demonstrated experience directing, assigning, and appraising work for project teams, analyzing and processing permits, applications, licenses, and technical information, and drafting policies, rules, regulations, and/or complex technical documents in a scientific and/or legal field. Experience as a team lead with caseload oversight is required.
Preference will be given to applicants who demonstrate the following:
- Familiarity with the Commission's Land Use Districts and Standards and knowledge of state and federal agency regulations that intersect them
- Ability to analyze complex submittals and on-the-ground situations to assess compliance with the Commission's standards
- Experience working constructively with the public, explaining rules, resolving enforcement matters, using de-escalation tactics, and defusing tense situations
- Understanding of best management practices for construction and environmental protection
- Experience in creating and implementing ordinances, regulations, and legislation
- Experience in creating and implementing training and resource tools
- Analytical, detail-oriented thinker with strong written and oral communication skills
- Experience in personnel management, inter-agency coordination, and the creation and maintenance of effective working relationships.
