Summary Recruitment / Relocation MAY be authorized for highly qualified applicants. The Program Analyst for the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City - OR is aligned under the Supervisory Budget Analyst in the Financial Resource Management Services with primary responsibility for monitoring and coordinating hospital activities to optimize workload capture, resource utilization, information management, and revenue enhancement. Qualifications Time-In-Grade Requirements: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date. For a GS-11 position must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in federal service. An SF-50 showing time-in-grade eligibility must be submitted. If the most recent SF-50 has an effective date within the past year and does not clearly demonstrate one-year time-in-grade, an additional SF-50 is required. Specialized Experience (GS-11): One year of specialized experience equivalent to at least GS-09, directly related to the work of the position, equipped with knowledge, skills, and abilities to perform duties as a Program Analyst. Examples include consulting, advising staff, applying statistical analysis, initiating projects, process improvement, root cause analysis, and resource allocation. Education: Applicants may substitute education for experience. Must have a Ph.D. or equivalent doctoral degree, or 3 full years of higher-level graduate education leading to such a degree, or an LL.M. if related. Transcripts must be submitted. Education higher than a master's may be used to qualify at GS-11. Combination: Applicants may combine education and experience. A copy of transcript is required. Preferred Experience: Demonstrated data analysis, understanding of VA operations and funding mechanisms, experience managing projects, strong communication and interpersonal skills, database management (SQL, MS Access, Excel), process improvement, knowledge of federal regulations, and training program delivery related to VERA. Duties Major duties include, but are not limited to: Serving as a technical consultant to the Chief Financial Officer, Supervisory Budget Analyst, and hospital leadership regarding workload capture, resource utilization, information management, revenue enhancement, and VERA funding. Executing responsibilities through analyses, measuring, coordination, planning, administration, development, interpretation, delegation, and good judgment. Acting as a principal advisor to hospital leadership across the multi-mission facility. Conducting studies, analyzing findings, and making recommendations on effectiveness and efficiency of revenue management programs. Extracting clinical and financial data from ARC, VSSC, and MACC for managerial reporting. Understanding patient classification to track trends and support data anomalies. Analyzing VERA and ARC data to assess appropriate reimbursement for caseloads and validating patient categorization. Developing and implementing action plans to ensure proper workload capture and VERA pricing. Researching improved revenue enhancement practices for hospital programs. Examining VERA price groups and ensuring reimbursement for unique patients. Coordinating workload, resource use, information management, revenue enhancement, and VERA funding activities via committees and workgroups, providing reports, and collaborating with stakeholders. Developing reports for program management and direction. Working with Compliance Officer and Patient Administration to ensure MCCF collections and fee-base controls. Collaborating with Clinical Services to analyze VERA classification changes. Providing strategies to maximize revenue projections. Providing detailed VERA information for revenue trend analysis. Delivering regular reports on workload, resource utilization, information management, revenue enhancement, and VERA funding. Supporting fiscal service with data extraction, ad hoc reporting, and financial data validation. Analyzing new or proposed legislation/regulations and their impact on hospital workload, funding, and resources. Performing other related duties as assigned.
