Purpose of Classification: The purpose of this classification is to perform advanced technical work, training and guidance associated with the installation, maintenance, and repair of technology-based systems/services, including communications systems, emergency signaling equipment, electronic systems and related sub-systems/components. Reports to the Project Manager and may provide section support in the absence of the Project Manager. Essential Functions The following duties are normal for this position. All duties may not be performed in all departments. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Take the technical lead, providing assistance, training and guidance to Communications Technicians. Plans and oversees various tasks and duties and provides status updates to the Project Manager. Act as the Communications section safety liaison, assuring a proactive safety environment as well as performing all of the duties assigned to the Communications Technician. Troubleshoots and repairs various types of communications and electronic equipment to component level; determines feasibility of repairing or replacing equipment; determines placement of faulty equipment for repair or return to vendor for credit; makes repairs to vehicles which must remain in service; removes subassemblies from vehicles for bench repair and reinstallation. Installs, repairs, and maintains two-way radio equipment (mobile, portable, and field/base units), emergency vehicle warning equipment, video recording equipment (mobile and building security), multimedia cabling and termination, radio programming (with personal computer); various electronic devices. Meets with customers to plan, coordinate, and schedule installations, repairs, and modifications of various systems and equipment; communicates with manufacturers and vendors for product information and technical advice on products. Plans, designs, and completes installation projects as needed; performs undercover installations as needed. Installs, repairs, and maintains two-way radio equipment in 911 Emergency Operations Center; performs routine maintenance on remote receiver locations throughout the County to maintain 911 communications; monitors and sets microwave transmitter satellite links back to 911 Center. Repairs, maintains, and provides technical assistance for equipment on County vehicles, equipment, and emergency vehicles and installs, repairs, and maintains radio, video recording, speed detection, power supply/charging, emergency lights, sirens, and warning equipment. Troubleshoots and repairs portable two-way radios, including low band, VHF, 800MHz, and UHF bands from various manufacturers; makes repairs down to component level; completes alignments and adjustments per FCC specifications; performs personal computer programming using radio service software. Must be able to read and discern electronic schematic diagrams and service manuals and apply these in the repair and operation of radio systems. Understands the detail operation of modern micro-controller based synthesizes two-way radio and associated systems. Coordinates repair and maintenance of Radio Communications Systems used in the E911 Communications Center and Emergency Operations Center. Coordinates repair and maintenance of multi-channel Logging Recorder System(s) used for recording radio and 911 telephone calls. Installs, maintains, and establishes various types of wireless data links. Repairs, installs, and tests rechargeable commercial flashlights. Programs frequencies, configuration parameters, and alignment parameters for equipment and systems by using a personal/laptop computer or other digital method. Tests/inspects equipment/parts for serviceability, proper operations, and compliance with departmental standards and FCC requirements and parameters; reports problem situations. Performs various manual tasks associated with division activities which may include assembling/disassembling equipment, fabricating metal/wood/plastic parts/components, and soldering/de-soldering wires/components, mounting antennas, cutting/drilling surfaces, running cables, or calibrating equipment; Operates a computer to enter, retrieve, review, or modify data; utilizes word processing, database, spreadsheet, radio service, communications, operating system, remote programming, or other programs. Operates a variety of machinery, equipment, and tools associated with division activities, which may include a utility vehicle, personal computer, laptop computer, printer, service monitor, reader/programmer, power supply, circular saw, jig saw, hole saw, drill press, grinder, soldering iron, oscilloscope, hemostat, hot air gun, air tools, crimping tool, battery tester, meters, mechanic tools, and diagnostic instruments. Performs general/preventive maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition which may include inspecting equipment, checking fluid levels, replacing fuel/fluids, greasing equipment, washing/cleaning equipment, and organizing/cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment. Maintains inventory of equipment, supplies, and parts; initiates requests for new/replacement materials. Provides job proposals including cost and time estimates for services requested; issues requests for proposal to identify vendors who can provide necessary equipment to complete projects at lowest cost; meets with County staff to provide vendor/cost information, discuss options, and answer questions. Makes recommendations and cost estimates regarding purchase of equipment for County departments and local city governments. Prepares or completes various forms, reports, correspondence, schedules, logs, work orders, parts request forms, system as-built documentation, job proposals, repair forms, parts lists, inventory reports, supplemental forms, standardization forms, maintenance records, alarm system memory maps, diagrams, or other documents. Receives various forms, reports, correspondence, work orders, schedules, alarm accounts reports, requests for proposal, invoices, parts/materials lists, radio code lists, flow charts, diagrams, blueprints, service/product bulletins, catalogs, policies, standards, service manuals, technical documentation, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Communicate with supervisor, employees, other departments, customers, vendors/service representatives, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Provides on-call support as scheduled to respond to equipment problems; troubleshoots and/or resolves problems. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, products, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Additional Functions Performs general cleaning tasks associated with maintaining building/work areas, which may include sweeping/mopping floors, cleaning restrooms, cleaning dishes in kitchen, or removing trash from building. Perform general front counter tasks, such as answering telephone calls, issuing parts/batteries, issuing repaired equipment, or generating work orders. Perform miscellaneous tasks as needed, which may include purchasing/picking up parts/supplies at local vendors or picking up paychecks or documentation. Provide assistance or backup coverage for other employees as needed. Performs other related duties as required. Minimum Qualifications Associate degree in electronics preferred, supplemented by three (3) years previous experience involving installation, repair, and maintenance of communications electronics, to a component level; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have a valid FCC General Class Radiotelephone license or approved equivalent. Must possess and maintain a valid Georgia driver’s license. Must provide and maintain a personal vehicle to use to conduct official County business which may include after-hours return trips.
