The Air Force Civilian Service (AFCS) is looking for an Attorney Advisor (GS-0905-13) to join the team at the US Air Force Warfare Center (USAFWC), Nellis AFB, NV. The primary purpose of this position is to provide legal advice and counsel to the Staff Judge Advocate for the most complex, often precedential, installation level cases in administrative law, claims, environmental law, contract law, labor law, and international law, and to provide legal assistance to eligible beneficiaries pursuant to the AF Legal Assistance Program. Employee must adhere to the Air Force Rules of Professional Conduct. Employee must be able to obtain and maintain a secret security clearance. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee may be required to work overtime on an unscheduled or emergency basis. Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter. U.S. citizenship required. Must be of legal work age. DUTIES AND RESPONSIBILITIES As a senior attorney, advises the USAFWC/JA Commander, as well as subordinate and tenant unit commanders and managers, on a host of general law matters. Assesses and evaluates local policies and practices, proposed actions and decisions, official conduct and authority, commercial transactions, draft documents and publications, investigations, responses to inquiries, public statements, plans, and initiatives for legal compliance, legal sufficiency, and/or advisability. Evaluates claims by and against the government, assesses legal risk, and recommends disposition; researches, analyzes, and interprets federal, state, and local law, administrative decisions, case law, and legal opinions, as well as DoD Instructions and regulations and DAF instructions and guidance. Manages complex installation legal issues, prepares for and represents the DAF/installation and its legal interests in correspondence, meetings, negotiations, and judicial and administrative hearings, involving federal, state, and local (and overseas, foreign) officials, parties with adverse interests, and commercial entities. Advocates DAF positions and defends DAF legal interests in meetings and negotiations with outside officials and entities, in order to reach agreements that permit the unconstrained execution of the DAF mission and preserve command prerogatives. Provides legal assistance to active‑military, dependents, eligible Department of War (DoW) civilians, retirees, and other DoW cardholders; counsels clients on various personal civil legal matters in line with professional responsibility standards. Knowledge of applicable law pertaining to specialized areas of legal practice, as determined by the SJA, to provide legal advice and counsel to command and management and represent DAF interests. Knowledge of federal, state, and local law to provide personal legal assistance to eligible beneficiaries across the typical range of the DAF legal assistance practice. Ability to research legal issues, analyze complex situations in light of general legal principles and the results of research, and prepare legal opinions.
