Essential Functions
Purpose Under general direction, plans, organizes, directs and integrates operations of College Relations and Outreach department programs and services responsible for community outreach, matriculation and assessment of new students including Welcome Centers; determines department needs, formulates action plans and works with faculty and staff to provide student support and outreach services; develops and monitors the department budget; participates actively in District and college programs, initiatives and strategies for achieving the District's mission and institutional goals within areas of campus responsibility; and performs related duties as assigned.
Distinguishing Characteristics The Director, Outreach, Onboarding and Student Engagement is distinguished from other directors by its responsibility for providing management and oversight of the activities, services and staff responsible for college outreach, retention, and matriculation programs. Incumbents have full management responsibility for the department and have broad planning and administration duties.
Essential Duties & Responsibilities
- Plans, organizes, directs, controls, integrates and evaluates the work of assigned employees; with employees, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
- Participates in the selection of full- and part-time faculty in coordination with the department, selection advisory committees, and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty in their continuing professional development; works to promote and maintain a collegial environment; serves as a mediator in the adjudication of faculty, staff, student and community conflict-resolution and grievance processes.
- Directs and manages the performance of assigned employees; directs and oversees the selection of employees; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.
- Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; directs and guides the matriculation and enrollment services provided by the Welcome Center; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
- Plans, organizes, and directs the implementation of a variety of outreach activities and programs, placement testing and advisement programs to recruit and retain prospective students and enroll them in college and in student success programs; evaluates the effectiveness of outreach efforts and provides input on District-wide matriculation and enrollment efforts.
- Collaborates with Public Information Officers to market and communicate outreach and student success efforts; coordinates and leads campus tours; coordinates or participates in large outreach, orientation and registration events on campus; coordinates logistics for major events with other departments, vendors and sponsors; performs on-site troubleshooting and problem resolution.
- Establishes partnerships with K-12 school districts, adult education programs and community groups to plan, schedule and facilitate matriculation activities; coordinates college and District-wide matriculation events and processes including District-wide enrollment and orientation, Registration to Go Program, High School Enrichment Program and other programs targeted to recruit at-risk and underserved populations.
- Makes presentations to diverse audiences including the Board of Trustees and other board-level groups.
- Participates in the planning and implementation of the Student Support Services and Programs (SSSP) Plan and the Student Equity Plan in order to attract a variety of students to the college.
- Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
- Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements; through subordinate staff, ensures educational counseling and the student assessment process complies with District, state and federal regulations; maintains the integrity and security of the test environment including tests, transmission and results; validates accuracy of test scoring and uploading/reporting of student test results.
- With the Institutional Research department, develops and analyzes program tracking systems and reports to assess the effectiveness of programs and services; develops and monitors various program budgets and expenditures; ensures college compliance with state-mandated program and reporting initiatives, requirements and regulations.
- Serves on or leads committees, workgroups, and task forces, including the Student Success and Equity Committee; represents the District/college at local, regional, state and national conferences, meetings, workshops and training seminars and oversees the development of grant applications and administration of grants; makes presentations to diverse audiences including the Board of Trustees and other board-level groups.
- Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
Other Duties
- Collaborates with other District/college leadership to ensure consistency of outreach and matriculation programs and services.
- Oversees the Student Ambassadors program.
- Performs related duties as assigned.
Minimum Qualifications
Education and Experience
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
- A master's degree from an accredited college or university OR possession of a valid California Community College Supervisory Credential;
- And six years of student support services or experience, at least two of which were with outreach and matriculation services;
- Or an equivalent combination of training and experience.
Licenses, Certificates and Other Requirements
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
Desirable Qualifications
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one's relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.

- Principles and practices of effective management and supervision.
- Principles and practices of strategic planning.
- Basic principles and practices of organizational improvement and culture change.

- Work collaboratively with other District directors and managers and the community and provide expert advice and counsel to develop solutions to complex issues.

- Develop and maintain an inclusive work environment that fosters diversity, respect and engagement.
- Develop and implement appropriate procedures and controls.
- Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.
- Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
- Communicate effectively, both orally and in writing.
- Understand, interpret, explain and apply applicable laws, codes and ordinances.
- Represent the District effectively in dealings with students, community groups and the public.
- Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.
- Operate a computer and use standard business software.
- Establish and maintain effective working relationships with all those encountered in the course of work.
Conditions of Employment
219 duty days and 24 vacation days for a total of 243 days. Duty days will be prorated based upon start of assignment.
Salary and Benefits
$136,607 - $153,752 based on education and experience. A doctoral stipend of $2,419 is available. The District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers' Retirement System (CalSTRS).
Selection Procedure
