Assistant Health System Administrator (Assistant Health Services Administrator)

Position Overview Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Basic Requirements Education: Undergraduate degree in hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration. Specialized Experience: Progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field, including work performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Experience must involve a close working relationship with facility managers and the analysis and/or coordination of administrative, clinical, or other service activities, providing knowledge of missions, programs, regulations, standards, and government-wide, agency, and facility systems in various administrative areas such as budget, personnel, and procurement. Knowledge and Ability: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and knowledge of interrelationships and interdependencies among various medical and administrative services and programs. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience if it included a formal individualized training plan conducted in an operating health care system with assignments that provide knowledge of basic health system administration philosophies, practices, and procedures, and practical assignments applying administrative skills and principles, overseen by an experienced administrator with periodic evaluation and appropriate adjustment of the training program. Education Requirements by Grade GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (if related). Evaluation of education requires major study in hospital administration, public health administration, or related fields with coursework in health care administration. GS-12: No substitution of education for specialized experience at this grade level. Experience Requirements GS-11: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level, equipped with the qualifications to successfully perform the duties of the position. Examples include: Assisting with managing and directing a multi-disciplinary team of health care professionals responsible for medical, dental, and allied health services to an inmate population. Contributing to the establishment of policy and programs for a health care entity. Knowledge of basic fiscal management principles and awareness of medical equipment, supplies, and service cost. GS-12: At least one year of specialized experience, including: Providing managerial oversight and/or directing the activities of a multi-disciplinary team of health care professionals. Developing, implementing, and monitoring administrative and clinical policies and programs related to health care services. Knowledge of JCAHO Ambulatory Care standards, ACA, and other regulatory compliance standards. Coordinating purchases and/or contracts for supplies, equipment, specialty care, or ancillary services and maintaining inventory levels. Combination of Education and Experience: For GS-11, a combination of education and experience may be considered if it equips the applicant with the major duties of this position.
