About the Family & Social Services Administration (FSSA):
FSSA was established by the Indiana General Assembly in 1991 to consolidate and better integrate the delivery of human services by state government. FSSA is a health care and social services funding agency. Ninety-four percent of the agency’s total budget is paid to thousands of service providers ranging from major medical centers to a physical therapist working with a child or adult with a developmental disability. The seven care divisions in FSSA administer services to more than 1.5 million Hoosiers. FSSA’s mission is to compassionately serve Hoosiers of all ages and connect them with social services, health care and their communities.
Role Overview:
The role of Deputy Legislative Director will assist the Director in the execution of FSSA’s Legislative goals and agenda and communicate effectively for the Agency with legislators. You will primarily track the legislative progress of FSSA related bills and amendments, facilitate bill review within the agency, manage vote counts, as well as manage constituent services by providing timely and responsive information to legislators on constituent issues. Legislative engagement may include, but not limited to, testifying in committees, facilitating meetings with legislators on topics related to the agency, and engaging with external stakeholders. The ideal candidate will possess superior written, verbal communication skills and have extensive knowledge of the Indiana General Assembly and the legislative process.
Salary:
The salary for this position traditionally starts at $67,314.00 but may be commensurate with education and work experience. Use our to view the total compensation package.
A Day in the Life:
The essential functions of this role are as follows:
- Research and oversee analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency.
- Make and review recommendations on the potential alternatives to fix the procedural inefficiencies and process duplication among and between programs.
- Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals.
- Review and evaluate new or improved practices for application to agency programs or operations.
- Perform analyses of business issues, prepares project reports, and develop proposals to implement changes in program processes and procedure.
- Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedure.
- Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. recommends appropriate response and/or action.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Broad knowledge of program research design, data and information collection and analysis or statistical analysis.
- Broad knowledge of agency programs and their interaction and overlaps.
- Broad knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs.
- Broad knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery.
- Ability to use standard computer word processing, spreadsheet and database programs as needed for research and statistical analysis.
- Ability to analyze problems, to recommend and present alternative solutions.
- Ability to communicate effectively.
A degree is not required. However, at least 8 years of experience in business administration, economics, program design, public administration, public policy, statistical analysis, or a related field applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
