CRG is seeking a Contractor Program Manager to serve as the single point of contact for all matters relating to contract performance on the DCMA Blue List (Blue UAS Cleared List) Program Support Services contract. The CPM has authority to commit Contractor resources and direct Contractor personnel, and serves as the primary operational liaison between the Government and a 14-FTE, multi-site Contractor team supporting program management, IT/cybersecurity, contract administration, and public affairs functions.

The CPM drives schedule management, contract compliance, staffing oversight, and Government reporting , including development and maintenance of a resource-loaded Integrated Master Schedule (IMS), while maintaining alignment with DCMA Special Programs, Unmanned Systems-Experimental (US-X) mission requirements.

The ideal candidate will have experience leading federal program management offices, applying Critical Path Method (CPM) schedule analysis, and interfacing directly with senior military and civilian leadership on contract performance, staffing, and risk matters.

Responsibilities:

Program Leadership & Government Liaison

• Serve as the single point of contact for all matters relating to contract performance, with authority to commit Contractor resources and direct Contractor personnel
• Provide day-to-day oversight of Contractor operations as the primary operational liaison between the Government and Contractor personnel
• Attend recurring program management meetings and coordinate contract execution activities with the Government Blue List Program Manager and Contracting Officer's Representatives (CORs)

 

Schedule & Performance Management

• Provide administrative and technical oversight of all Contractor activities to ensure personnel are appropriately trained, aligned, and performing in accordance with contract requirements
• Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) to track Blue List milestones, software releases, interagency dependencies, and other contract activities, using Critical Path Method (CPM) analysis to identify schedule risks and recommend corrective actions
• Monitor overall Contractor performance to ensure compliance with contract requirements and Government performance standards
• Identify risks and performance issues affecting contract execution, coordinate corrective actions, and communicate significant issues, impacts, and recommendations to the Government in a timely manner

 

Deliverables & Reporting

• Coordinate the preparation, review, submission, and resolution of all contract deliverables, ensuring Government comments and required corrective actions are addressed in a timely manner
• Maintain records of labor hours worked by Contractor personnel and submit monthly labor reports for Government verification prior to invoicing
• Maintain and provide recurring management reports and records, including performance status reports, action item logs, risk and issue logs, and other contract management documentation requested by the Government

 

Staffing & Personnel Management

• Coordinate Contractor staffing activities, including onboarding and offboarding personnel and notification of key personnel changes
• Manage staffing vacancies and verify that required certifications, training, and security requirements are maintained throughout contract performance

 

Administrative & Security Coordination

• Coordinate administrative activities necessary to support contract performance, including facility access, badging, Government-furnished property, security requirements, and authorized travel, as applicable

Required Qualifications:

• Bachelor's Degree required in Business Administration, Management, Systems Engineering, or a related operational field (Master's degree preferred)
• Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling, including at least four (4) years directly supporting DoW or federal agencies
• Demonstrated technical expertise in establishing and maintaining a resource-loaded IMS utilizing Microsoft Project, Primavera P6, or equivalent enterprise scheduling tools
• Exceptional interpersonal, communication, and organizational skills, with a proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership
• Must be a U.S. citizen with a favorably adjudicated Tier 3 (ADP/IT-II) investigation on file in DISS at the time of offer

Desired Qualifications:

• Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification
• Prior experience supporting DoD/DoW program management offices of comparable scope (multi-labor-category, multi-site teams)
• Familiarity with CDRL preparation (e.g., Monthly Status Reports, Manpower/Funds Reports) and ServiceNow SPM/ITSM tracking
