Family Service Worker

Location Westlake and Linda Vista, San Marcos, CA. Position and Compensation Family Service Advocate I – Hourly $24.10 - $28.65 (DOE/Q). Family Service Advocate II – Hourly $30.41 - $36.15 (DOE/Q). 52 weeks. Definition The Family Service Advocate (FSA) works under supervision to develop and maintain relationships with families, ensuring they receive comprehensive services. Services include health and social services, disabilities, early childhood education and care, and parent development training. The FSA also conducts community outreach to build relationships with community-based organizations, complies with Head Start and MAAC program requirements, and may be assigned to alternative work sites. Essential Duties and Responsibilities Work with Head Start and Child Development Program families on family‑identified needs, provide information and referrals, assist with scheduling appointments and follow‑up services; manage a caseload of up to sixty (60) families. Record and update caseload information, maintain case notes, and apply two‑generational approach techniques. Utilize Head Start Performance Standard eligibility regulations and MAAC ERSEA SOPs to assist families with EHS/HS applications; prepare and submit accurate reports electronically and in hard copy. Travel to homes and recruiting events; conduct home visits to assess family resources and needs; assist in health and dental screenings. Assist staff in cross‑component planning, coordination, and implementation. Transport families to needed services and trainings as necessary. Attend trainings, conferences, and meetings as required. Perform other related duties as assigned. Partner Center (FSA II only) Recruit and enroll families into the Early Head Start and Head Start programs at partner sites. Conduct home visits to assess family resources and needs as needed. Maintain enrollment throughout the program year through recruitment strategies. No maximum family caseload. Qualification and Skills Knowledge of: Community resources; family‑centered case management skills; active listening, value clarification, problem solving, crisis intervention techniques; current Head Start performance standards; Microsoft Office and databases such as ChildPlus. Ability to: Relate positively and effectively with children and families of diverse cultures; develop community cooperation to ensure families receive comprehensive services; manage work in a potentially violent environment; utilize technology for record‑keeping with accuracy, thoroughness, and neatness. Education, Experience, Certification Family Service Advocate I Associate of Arts degree and twelve (12) semester units in Social and/or Health Education and two (2) years of Head Start or related family support experience, or A current Family Development Credential (FDC) and two (2) years of related experience. Bilingual (English/Spanish) speaking, reading, and writing required. Demonstrated experience with Microsoft Office and ChildPlus. Valid California driver’s license and reliable vehicle with a satisfactory driving record. Family Service Advocate II Bachelor’s Degree, twelve (12) semester units in Social and/or Health Education, and two (2) years of Head Start or related experience. A Family Development Credential (FDC). Bilingual (English/Spanish) speaking, reading, and writing required. Demonstrated experience with Microsoft Office and ChildPlus. Valid California driver’s license and reliable vehicle with a satisfactory driving record. Health and Physical Requirements Must have a physical examination, TB clearance, drug screen, and required immunizations prior to first day of employment. Background Clearance All positions require background/education checks, DMV check, NSOR, exclusion, and debarment checks prior to hire and periodically during employment.
