Program Manager / Senior Program Manager

Title: Program Manager / Senior Program Manager Location: Rockville, MD Work Schedule: Hybrid (minimum 3 days onsite) Position Overview We are seeking a Program Manager / Senior Program Manager to lead delivery and operations for a large federal IT program supporting multiple technical workstreams. This role will oversee program execution, stakeholder engagement, resource planning, and delivery management across software development, modernization, infrastructure, ServiceNow, database, and operations support efforts. The ideal candidate will serve as the primary point of contact for government stakeholders and ensure projects are delivered on schedule, within scope, and aligned with program objectives. Key Responsibilities Lead program delivery across multiple technical teams and initiatives. Manage schedules, risks, dependencies, budgets, and resource planning. Serve as the primary interface with federal stakeholders and leadership. Oversee Agile delivery activities including backlog planning, release coordination, and status reporting. Ensure operational stability, issue resolution, and continuous improvement efforts. Support governance, compliance, and reporting requirements. Coordinate cross-functional teams including developers, QA, Business Analysts, architects, and operations personnel. Support proposal efforts, transition activities, and program planning as needed. Required Qualifications 10+ years of experience leading IT programs or technical delivery efforts. 5+ years managing large, cross-functional teams or portfolios. PMP certification required. Experience supporting federal government clients in regulated environments. Strong understanding of SDLC, Agile methodologies, and operational support processes. Excellent communication and leadership skills. Ability to obtain and maintain a Public Trust clearance. Preferred Qualifications Experience with ServiceNow programs or platform delivery. Prior support of federal health or civilian agencies such as NIH, HHS, CMS, or FDA. Familiarity with federal compliance and governance processes. #J-18808-Ljbffr
