Per Diem / On-Call Non-Medical Transportation Driver

Compensation: $19 - $21 per hour

Definition:

Under general supervision of the Transportation Coordinator, the Per Diem/On-Call Non-Medical Transportation Driver safely transports assigned passengers using TCCAP vehicles. Service is curb-to-curb and may originate from any TCCAP location or service area, including Colusa, Glenn, and Trinity Counties, with travel to surrounding communities and out-of-county destinations as assigned. This position does not provide medical care, passenger lifting, transfers, or door-through-door assistance.

Distinguishing Characteristics:

This is a variable-hour position scheduled according to assigned ride demand. Employees commit to identified availability blocks during which TCCAP may schedule work, and TCCAP will confirm assignments at least 24 hours in advance. An availability block is not itself a scheduled shift. If no assignment is confirmed, the employee is not required to report, remain at a particular location, continuously monitor communications, or restrict personal activities. Assignments may occur during mornings, evenings, and weekends. Hours are not guaranteed. Each confirmed assignment carries a minimum of three paid hours, or any greater amount required by applicable law. The vehicle pickup and return location will depend on the assignment.

Supervision Received and Exercised:

Receives general supervision from the Transportation Coordinator. This position does not exercise supervision over other employees.

Employment Status, Scheduling, and Benefits:

This is a non-exempt, per diem/on-call position with no guaranteed minimum schedule. Eligibility for employer-sponsored health and welfare benefits is determined in accordance with applicable plan documents, carrier requirements, TCCAP policy, and applicable law. Employees receive statutory benefits and leaves, including California paid sick leave, as required by law.

Examples of Duties:

• Commit to identified availability blocks and report on time to the designated TCCAP vehicle location for confirmed assignments.

• Review assigned ride details, passenger information, destinations, schedules, and route requirements before departure.

• Complete and document required pre-trip and post-trip vehicle inspections; promptly report defects, damage, warning lights, or safety concerns.

• Provide safe, timely, respectful curb-to-curb transportation in accordance with assigned itineraries and program requirements.

• Maintain appropriate professional boundaries. Do not enter passengers' residences, lift or transfer passengers, or provide medical or personal-care assistance. Follow TCCAP passenger-assistance and reasonable-accommodation procedures.

• Operate TCCAP-provided or authorized mobile devices and required applications for dispatch, navigation, communication, ride status, mileage, wait time, signatures, no-shows, and other required documentation. Any required use of a personal device will be reimbursed in accordance with TCCAP policy and applicable law.

• Communicate delays, schedule conflicts, cancellations, passenger concerns, no-shows, and other service issues to the Transportation Coordinator or dispatcher as soon as possible.

• Follow all traffic laws, defensive-driving practices, seat-belt requirements, confidentiality standards, safety procedures, and TCCAP policies.

• Treat passengers with dignity, patience, cultural humility, and respect while protecting private and confidential information.

• Fuel, clean, and maintain the assigned vehicle in a safe and service-ready condition; return the vehicle and keys to the designated location.

• Respond appropriately to collisions, emergencies, unsafe road conditions, vehicle breakdowns, or passenger illness and immediately complete required notifications and reports.

• Complete trip logs, mileage records, inspection forms, incident reports, timesheets, and other required records accurately and on time.

• Attend required meetings and complete all assigned safety, compliance, technology, and program training.

• Accurately record all time worked, including required route review, pre-trip and post-trip tasks, passenger wait time, travel after reporting to the designated vehicle location, fueling, cleaning, documentation, required communications, meetings, and training.

• Take required meal and rest periods and promptly notify dispatch if route or passenger conditions may interfere with a required break.

• Perform other transportation-related duties consistent with the purpose and responsibilities of the position.

Knowledge of:

• Safe vehicle operation, defensive-driving practices, and California traffic laws.

• Basic vehicle safety, inspection practices, and procedures for reporting maintenance concerns.

• Customer-service practices appropriate for older adults, people with disabilities, and individuals from diverse backgrounds.

• Rural and long-distance route planning, navigation, and safe driving in changing weather and road conditions.

• Professional boundaries, confidentiality, incident reporting, and workplace safety.

• Basic smartphone operation and mobile application use.

Ability to:

• Commit to designated availability blocks and work confirmed assignments during mornings, evenings, and weekends with at least 24 hours' notice.

• Safely operate TCCAP passenger vehicles and drive for extended periods, including rural, highway, and out-of-county routes.

• Use mobile dispatch, GPS/navigation, communication, and documentation applications accurately and consistently.

• Perform pre-trip and post-trip inspections requiring frequent vehicle entry and exit, walking, bending, reaching, and crouching.

• Communicate clearly and professionally with passengers, coworkers, healthcare offices, and community partners.

• Follow written and verbal directions, maintain schedules, adapt to route changes, and use sound judgment during unexpected situations.

• Remain calm and follow established procedures during emergencies, collisions, breakdowns, passenger concerns, or unsafe conditions.

• Maintain reliable attendance, accurate records, confidentiality, and professional conduct.

Experience:

Prior professional driving, passenger transportation, delivery, or customer-service experience is preferred. Experience driving in rural areas and completing long-distance trips is also preferred. An equivalent combination of education, training, and experience that demonstrates the required knowledge and abilities may be considered.

Education and Training:

A high school diploma or equivalent is preferred. The employee must complete TCCAP onboarding and all assigned training, including mobile application use, defensive driving, passenger safety, confidentiality, emergency procedures, incident reporting, and other required compliance topics.

License or Certificate

• Possess and maintain a valid California driver's license appropriate for the assigned vehicle.

• Present a current Department of Motor Vehicles driving record before beginning assignments and as requested thereafter, and maintain a driving record that meets TCCAP's written driver-eligibility standards and automobile insurance requirements.

• Remain eligible to drive under TCCAP's automobile insurance requirements.

• Following a conditional offer and before driving, successfully pass a Department of Transportation physical examination and required drug test, and comply with any ongoing testing requirements established by policy or applicable law.

• Obtain and maintain current CPR and First Aid certification within the timeframe established by TCCAP.

• Complete and maintain all other required driver, safety, and program training or certifications.

Working Conditions and Physical Requirements

Work is performed primarily in a vehicle and requires extended periods of sitting and driving, frequent entry into and exit from vehicles, and regular exposure to traffic, variable weather, rural roads, and public contact. The employee must be able to perform required vehicle inspections and meet the physical qualifications established through the Department of Transportation examination. This is a curb-to-curb service position and does not require lifting, transferring, or physically assisting passengers. Drivers follow TCCAP passenger-assistance and reasonable-accommodation procedures. Essential functions may be performed with reasonable accommodation.
