Scudder Roofing and Scudder Solar have served the Monterey Bay since 1982, and we're looking for an experienced HR Manager to join our leadership team — someone who knows California certified payroll and prevailing wage compliance inside and out, champions employee benefits, and leads with heart.

This is a full-time, on-site role in Marina, CA, paying $120,000–$140,000 depending on experience.

You'll need at least 6 years of HR experience, fluency in English and Spanish, and hands-on experience with certified payroll and prevailing wage work in California.

This role goes beyond paperwork and policy enforcement. As HR Manager, you'll partner directly with our CEO on people decisions, keep us ahead of prevailing wage and certified payroll requirements, and help build a workplace where people genuinely want to show up.

RESPONSIBILITIES

Payroll & Compliance:

• Manage certified payroll, including DIR and PW portal uploads
• Ensure compliance with prevailing wage law at the federal, state, and local level
• Run salary surveys
• Stay ahead of regulations for both in-office and remote team members

Benefits & Administration:

• Manage and administer 401(k), health, vision, dental, and life insurance enrollments and benefits
• Provide employees with guidance on 401(k) contributions
• Establish competitive per diem rates that keep us compliant and competitive

Operations:

• Transform recruitment from posting to onboarding
• Maintain our Miter HRIS system with accuracy
• Develop performance improvement plans

Culture & Safety:

• Plan companywide celebrations and miscellaneous company events
• Foster an inclusive environment where every voice matters
• Lead safety initiatives that protect our most valuable assets - our people

REQUIREMENTS

• Fluent bilingual abilities (English/Spanish)
• 6+ years of HR experience with certified payroll and benefits expertise
• Deep knowledge of prevailing wage laws and compliance requirements
• Bachelor's degree in HR, Business, or equivalent experience
• Leadership experience that shows you can inspire, not just manage
• Excellent communication skills
• Interest in continuing education for evolving HR regulations and best practices
• Experience with Microsoft Office Suite, Google Workspace, Adobe Pro, and Docusign
• Strong problem-solving skills and comfort managing a varied workload
• Sound judgment, discretion, and the ability to stay composed under pressure

Bonus Points For:

• SHRM-CP or PHR certification
• Construction industry experience
• Apprenticeship program familiarity
• Experience with Miter HRIS or similar payroll systems

Compensation:

Salary: $120,000 - $140,000 (based on your experience)
