Description:
ENDICTUS is seeking experienced Surveillance Investigators to support nationwide federal investigative services involving administrative, workers’ compensation, disability, fraud, integrity, and related investigations.
Investigators will conduct lawful physical surveillance and observation, document subject activities objectively, collect and preserve photographic and video evidence, maintain detailed investigative records and chain-of-custody documentation, and prepare clear reports suitable for federal administrative or legal review.
Assignments may occur throughout the United States and may require early morning, evening, weekend, holiday, extended-duration, or short-notice surveillance . Investigators must possess all licenses, registrations, insurance, and other authorizations required to conduct private investigative or surveillance activities in the jurisdictions where they are assigned.
Employment Contingency
This position is contingent upon contract award. Any employment offer, anticipated start date, and final work location are subject to ENDICTUS receiving the applicable contract award and authorization to begin performance.
Primary Responsibilities
• Conduct lawful mobile and stationary surveillance in public locations.
• Observe and objectively document activities relevant to assigned investigative objectives.
• Conduct surveillance related to workers’ compensation, disability, fraud, employee misconduct, integrity, or other administrative investigations.
• Capture lawful photographs and video while maintaining professional investigative standards.
• Accurately document:
o dates and times;
o surveillance start and end times;
o locations;
o subject movements and activities;
o estimated duration of observed activities;
o individuals involved;
o investigative limitations or loss of visual contact; and
o relevant environmental or operational conditions.
• Maintain contemporaneous surveillance notes and observation logs.
• Preserve original photographs, videos, files, timestamps, metadata, and other investigative evidence.
• Follow established evidence-handling and chain-of-custody procedures.
• Prepare detailed, factual and objective investigative reports.
• Clearly distinguish observed facts from assumptions, analysis, or unverified information.
• Document unsuccessful surveillance or circumstances where relevant activity is not observed.
• Coordinate with project management, OSINT analysts, quality reviewers, and other investigators.
• Review investigative leads developed through lawful OSINT and social-media research to support surveillance planning.
• Immediately report significant events, safety issues, legal concerns, or circumstances requiring client direction.
• Protect Personally Identifiable Information (PII), Privacy Act information, investigative records, and other sensitive information.
• Comply with applicable federal, state, territorial, tribal, and local laws governing investigations, surveillance, photography, video recording, privacy, and evidence collection.
• Maintain professional conduct and avoid trespass, harassment, entrapment, unauthorized access, misrepresentation, or recording in locations where there is a reasonable expectation of privacy.
These responsibilities directly align with the requirement for lawful observation, objective note-taking, photographic/video documentation, metadata, evidence integrity, and immediate escalation of significant events.
Travel: Local and regional travel required; occasional overnight travel may be required
Clearance: No security clearance currently required; ability to satisfy applicable federal background and suitability requirements required
Required Qualifications
• Active private investigator, private detective, or equivalent license/registration where required by the jurisdiction in which services will be performed.
• Minimum 3 years of professional investigative or surveillance experience.
• Demonstrated experience conducting physical surveillance and documenting subject activity.
• Experience preparing professional investigative reports.
• Demonstrated understanding of evidence preservation and chain-of-custody procedures.
• Knowledge of applicable privacy, surveillance, recording, and investigative laws.
• Ability to independently plan and conduct mobile and stationary surveillance.
• Ability to operate discreetly and maintain visual contact without compromising an investigation.
• Strong written English communication skills.
• Valid U.S. driver's license and reliable transportation suitable for surveillance assignments.
• Ability to use photographic/video equipment and securely transfer investigative media.
• Ability to work irregular hours, including early mornings, evenings, weekends, and holidays.
• Ability to travel within an assigned geographic area and occasionally outside the local area.
• Ability to successfully complete applicable background or suitability screening.
• Ability to safeguard PII and sensitive investigative information.
• Professional liability and/or investigative business insurance where required by applicable law or assignment.
Preferred Qualifications
• 5+ years of surveillance or investigative experience.
• Prior experience conducting:
o workers’ compensation investigations;
o disability investigations;
o insurance fraud investigations;
o employee misconduct investigations;
o administrative investigations; or
o government investigations.
• Federal, state, or local government investigative experience.
• Prior law enforcement, inspector general, special investigations unit, military investigative, or licensed private investigative experience.
• Experience correlating physical surveillance observations with social-media or OSINT findings.
• Experience testifying regarding investigative findings in administrative, civil, workers’ compensation, or other proceedings.
• Formal training in surveillance techniques, investigative report writing, evidence handling, privacy, or chain of custody.
• Experience conducting multi-day or extended surveillance assignments.
• Experience conducting investigations across multiple jurisdictions.
• Familiarity with federal Privacy Act and PII protection requirements.
• Experience using secure case-management or investigative reporting systems.
Required Equipment and Operational Capability
Investigators should have access to professional equipment appropriate for assigned surveillance activities, which may include:
• reliable surveillance vehicle;
• professional-quality camera/video equipment;
• mobile communications;
• time/date-capable recording equipment;
• secure computing capability approved for the assignment;
• appropriate backup power and storage equipment; and
• other equipment necessary to conduct safe, lawful surveillance.
All equipment and information handling must comply with ENDICTUS and applicable Government security requirements.
