Supervisory Program Analyst (Informatics)

Summary

The Chief of Health Informatics(CHI) functions for the Tennessee Valley Healthcare System (TVHS) with responsibility for establishing a formal medical informatics leadership presence at the Medical Center. TVHS is a 416 bed, academically affiliated Medical Center. It is a tertiary care center, with a VA category 1a designation. The CHI is responsible for ensuring that knowledge of informatics is infused throughout the Medical Center and that health information issues affecting daily care.

Duties

Help

As the Supervisory Program Analyst Chief of Health Informatics, the incumbent directly supervises several facility functions and processes involved in information gathering, analysis education and presentation. These include Clinical Informatics; Medical Administration Program (MAP), Connected Care, Clinical Applications Coordinators (CAC), My HealthEVet, Decision Support System (DSS), Business Intelligence Section, and the Group Practice Manager Section.

Duties includes but not limited to:

  • Evaluate available options and select a course of action that will result in the most favorable organizational outcome in the use of computer systems.
  • Initiate revision or development of information systems ensuring compliance with performance measures, quality standards and federal regulations.
  • Evaluate technical manual requirements related to existing clinical applications and determine need for revision.
  • Design systems to support improvements in performance and clinical outcome across service and discipline lines.
  • Plan, design, analyze, acquire, document, test, implement, integrate, maintain or modify computer applications to enhance clinical processes and improve performance.
  • Configure VISTA applications to interface with standalone medical devices and/or systems to pass data between systems.
  • Evaluate and correct applications, make modifications and corrections in order to maintain clinical applications.
  • Assess and implement complex technology applications optimizing patient care and enhancing management of resources.
  • Implement specific programming projects to enhance application utilization.
  • Analyze technical and clinical component and interface applications targeted to improve processes and performance.
  • Evaluate service, programs and organizational practice and policy related to utilization of information systems.
  • Determine procedural problems versus ADP deficiencies.
  • Troubleshoot complex program irregularities and determine appropriate action for correction.
  • Develop, coordinate and present computer training programs, which may include classroom or one-on-one training.
  • Develop and implement plans for more efficient and effective resource utilization through the use of information technology systems.
  • Develop and maintain information systems to organize date files, analyze data, and apply statistical methods to trend events necessary to validate and/or improve clinical performance.
  • Collaborate with Information Resource Management and hospital staff to implement nationally released integrated packages to include pre/post software package install procedures, resolve conflicts, and ensure smooth operations.
  • Critically analyze and disseminate current evidence and research findings in the planning, implementation, and evaluation of information technology applications and/or programs.
  • Develop new applications to support clinical performance requirements.
  • Work with clinical staff, Process Improvement and Quality management to develop and implement progress note templates and clinical reminders.
  • Serve as principle resource to clinicians, service chiefs and other management officials in resolving difficult and highly complex technical application problems.
  • Set up VISTA files, parameters, menus and clinical references for users.
  • Collaborate with service chiefs and clinical staff to identify areas where clinical applications will improve efficiency and enhance patient care.
Work Schedule: Monday to Friday from 7:30AM to 4:00PM.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions.
